Duties
The Human Resources Division (HRD) is looking to hire two Supervisory HR Specialists (Branch Chiefs) within the Chief Human Capital Officer Directorate.
As the Chief of the Staffing and Employment Branch, some of your typical work assignments may include:
- Directing the Commission's staffing, hiring, and in-service placement programs for all Commission staff, except for positions in the Excepted Service, Senior Executive Service (SES), Schedule C, Senior Level (SL), and Administrative Law Judges (ALJs).
- Directing the hiring function to include offers of employment, processing of all related actions, and completion of all necessary documentation to include the hiring and onboarding process.
- Overseeing the coordination of human resources activities in the staffing and classification areas with program offices for purposes of planning, developing, implementing, and updating the offices' human capital plans.
- Planning, organizing, and evaluating the work of the team; providing guidance; arranging training; and taking action or making recommendation, as authorized, on the entire range of personnel issues.
- Directing the Commission's recruiting, staffing, and in-service placement programs for all Commission staff within the Excepted Service, streamlining Mission Critical Occupation (MCO) staffing and recruitment, FERC's Pathways Program, and serves as the Commission's Volunteer Program Liaison.
- Directing the hiring function to include offers of employment, processing of all related actions, and completion of all necessary documentation to include the hiring and onboarding process.
- Overseeing the coordination of human resources activities related to recruitment and outreach activities. Searching for and seeking candidates through social media, career events, partnerships with colleges and universities, and professional associations. Partnering with the EEO team to establish a pipeline of diverse talent, specifically targeting veterans and individuals with disabilities (Schedule A) hiring.
- Planning, organizing, and evaluating the work of the team; providing guidance; arranging training; and taking action or making recommendation, as authorized, on the entire range of personnel issues.

Qualifications

You must have one full year of specialized experience at or equivalent to the GS-13 level. Specialized experience is defined as: Leading and implementing the activities of human resources programs in at least 3 of the following areas: staffing, position classification, recruitment, personnel processing, and compensation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including any volunteer experience.

The duty location of this position is in Washington, DC. Based on our current operating status, FERC employees are teleworking as opposed to coming on-site. When it is determined that our agency will be moving to the reopening phase of our Reconstitution Plan, the expectation will be to physically return to the office in Washington, DC. Telework days and any waiting period for eligibility will be determined at that time.
