As a Technical Writer/Business Analyst at Octo, you will develop a deep understanding of your assigned application and related business process. You will work with government stakeholders to documentation requirements and develop SOP's. You are comfortable working side by side with engineers, designers, and customers, to make decisions together and troubleshoot issues. coordinate with a variety of stakeholders in the capture, development, and production of work products. You are an experienced writer with the ability to decompose technical concepts and jargon into accessible explanation and language. We are looking for a team member who is an excellent communicator, flexible, highly customer-oriented, and interested in stretching professionally both as a writer and a business analyst. Program Mission...
You will be working on a high-profile data analytics program, on a GIS Innovation team , for the Department of Homeland of Security (DHS) maintaining and transforming mission critical applications. This program is the reporting system of record for asset management, logistics, and sustainability business functions. In addition to geospatial tools, this program relies on business intelligence and data analytics tools.

Requirements:
- Elicit requirements using requirements sessions, document analysis, surveys, interviews, business process descriptions, use cases, business analysis etc.
- Experience working with technical teams to develop and deliver technical documentation and SOP development.
- Demonstrated ability to explain technical terms in plain language
- Ability to research, outline, and develop reports on technical concepts
- Document requirements in Jira breaking them down into Epics, User Stories and Tasks and reviewing each requirement with the Product Owner and developers to ensure accuracy
- Analyze business process flows to develop activity models and detailed requirements
- Document discussions during facilitated sessions to capture information
- Collaborate between scrum team resources to mitigate dependencies, resolve outstanding questions, and answer questions on business rules impacting other team members
- Work with developers to ensure code meets quality expectations of the program
- Provide support to end users by reviewing incoming requests, analyzing validity of request, and providing accurate and timely responses after issue mitigation
- Provide system training to end users consistent with new development work
- Actively participate in Agile ceremonies such as stand ups, grooming, Sprint planning, retrospectives, and demos
- Excellent communication skills; both verbal and written
- Ability to take ownership of activities and work independently
- Must be able to comply with Executive Order No 13991
Desired Skills:
- Familiar with relational database, ETL and data visualization concepts.
- Experience with Oracle, Informatica, Tableau and ArcGIS
- Agile certification such as SAFe Agilist or Certified Scrum Master (CSM)
- Experience with JIRA and Confluence
- Experience working with Department of Homeland Security
Years of Experience: 3+ years of professional experience
Education: Bachelor's degree in related field
