WORKING CONDITIONS
Must be available for 24-hour call out and have the skills necessary to lead a team in a natural gas emergency. Normal office environment with frequent site visits to gas operation work locations; Travel throughout the PGS service territories.
PHYSICAL DEMANDS/ REQUIREMENTS
- Must be able to wear appropriate personal protective equipment for work assigned.
- Must be available for overnight travel within state as needed.
- Must be able to independently operate a motor vehicle in a safe manner.
- Must be able to independently enter/exit a motor vehicle as required during an eight-hour shift.
- Must be able to work outside for extended periods of time.
The Compliance Supervisor will provide leadership to operations personnel who perform a variety of job functions, including but not limited to: operations and maintenance of district regulator station, corrosion prevention and control system programs and leak inspection activities. Responsible for planning, organizing and execution of compliance activities within a Peoples Gas service territory ensuring that the vision, mission, and goals of the team are aligned with Company objectives. Provides operational assistance to divisional leadership and assists with resource sharing opportunities. Ensure all required compliance activities are completed within required timeframes. This role is responsible for developing operational and compliance recommendations based on regulatory requirements. This includes identifying operational risks, documenting processes, developing, and measuring operational compliance controls, establishing, and executing processes for corrective action plans.
PRIMARY DUTIES AND RESPONSIBILITIES
- Ensures compliance activities for the territory are managed, tracked and performance reported to Territory Manager. Ensures resource availability and personnel needs are managed to meet compliance objectives. Serves as an operations liaison with multiple departments. Develops meeting agendas to present information to audiences using different formats and platforms. Provides support to territory as a SME in natural gas construction, maintenance, repair practices and tooling. This includes identifying operational risks associated with meeting the regulatory requirements, documenting process improvements, measuring operational compliance controls, establishing, and executing processes for corrective action plans. Provides direct oversight to the Territory ensuring operational compliance processes and procedures meet regulatory requirements. Serve as Subject Matter Expert to Territory and others to ensure data accuracy, integrity and compliance using the compliance software program or programs. Utilize industry experience to develop best practice procedures to implement throughout territory. Support formal PGS interactions and responses to the FPSC, addressing related audit compliance findings and communication.
- Provides leadership and direct oversight for, training and coaching to team members on compliance related tasks. This position in conjunction with the Territory Manager ensures that the goals of the territory are in alignment with the Company's business plan. Prepares for inspections and serves as the direct contact with FPSC and PHMSA representatives during inspections to provide standardization throughout the PGS system. Travel is required to meet company objectives and be the focal point of contact during each inspection. Prepare, plan and schedule FPSC inspections with team members including exit interviews with Senior Leadership. Follow up on any recommendations and communicate out lessons learned.
- Serves as performance coach for compliance operations employees that may include covered and noncovered team members in Administration, Cathodic Protection, Leak Survey and Transmission operations Interacts with FPSC and PHMSA representatives during inspections to provide standardization throughout the PGS system. Travel is required to meet company objectives and effectively manage team members and to realize process improvements
- Assists Territory Manager with storms, outage prep, assessments, overall response, compliance issues and as a SME Provide leadership on job procedures and field work. Assists local Supervisors/Managers in territorial Coverage for meetings and achieving compliance goals. Work with team members to overcome issues to meet territory objectives. Provide Outage support and guidance during restoration efforts. Work with other leaders including senior leadership to provide the territory with a single vision to meet company compliance goals, meet with vendors and investigate new technology to meet future demands and special projects as needed.
- This position assists Territory Manager in removing barriers, planning, contractor on-boarding and field audits. Periodically conducts field site visits and investigates and resolves a variety of customer concerns and issues to ensure safety and meeting our customers' needs. Investigates Company involved incidents/accidents and responds to after-hour emergencies and gas outages, performing as the After-Hours Coordinator/Supervisor on a rotating basis as assigned on the call-out Duty Schedule.
- Assists engineers and designers in project design work, as well as coordinating construction jobs between contractors and municipalities. Review projects to ensure that designs meet PHMSA and FPSC compliance codes including but not limited to CP system design, regulator stations and replacement projects.
Education
Required: Minimum of a High School Diploma/GED.
Preferred: Associates or Technical Degree preferred.
Related Experience
Required:
- Minimum of 8 years of a related natural gas utility operations experience, including 2 years in a leadership role providing direct oversight and control of a team or project in Gas Operations, Compliance, Safety, or engineering.
- Must have sufficient experience and technical knowledge to evaluate the operational compliance of gas operations systems.
Required:
- Knowledge of natural gas distribution operations
- Working knowledge of the design and operational characteristics of natural gas distribution systems, including gate stations, regulator stations, meter sets
- Computer literate
- Knowledge and understanding of relevant municipal, state and federal regulations as they pertain to natural gas distribution and Transmission pipelines
- Good interpersonal skills
- Ability to problem solve and to analyze problems logically
- Knowledge of the geographic service territory
- Must be well organized and have demonstrated good project management skills with the ability to prioritize.
