Healthcare Network of Southwest Florida (HCN) is seeking a Recruiter/Workforce Manager to join our team. HCN is a Federally Qualified Health Center located in Collier County on the beautiful Gulf Coast of Florida. HCN has been providing primary care to underserved patients for over 40 years.
We provide comprehensive, integrated primary care to more than 50,000 patients at 21 clinic sites throughout the county with more than 75 practitioners. Services include pediatrics, family and internal medicine, an HIV/AIDS treatment program, geriatrics, women's care, dental, and integrated behavioral health. We are accredited by the Association for Accreditation of Ambulatory Care (AAAHC) and are certified by AAAHC as a medical and dental home.

POSITION SUMMARY: As a core member of the Healthcare Network Human Resources department, the Recruiter/Workforce Manager manages the applicant flow, candidate selection, onboarding and orientation processes. The Workforce Manager will manage a comprehensive recruitment plan, as well as oversee the Workforce Specialist who will assist with entry-level recruitment, pre-hire processing and onboarding. The Workforce Manager will support recruitment initiatives for provider and director-level hires.
ESSENTIAL POSITION FUNCTIONS: Responsibilities include, but are not limited to:
* Manage the applicant/candidate/new hire onboarding process. This will include execution of recruitment activities to include develop educational partnerships, foster community relationships and budgetary responsibility for recruitment expenses. Will also oversee the Workforce Specialist who will assist with entry level recruitment activities and will process all new hires (50% time)
* Foster a learning culture for managers and supervisors for employment related needs (25% time)
* Facilitates timely and accurate reporting for employment and recruitment related needs. Participates in salary surveys, competitive market analysis, etc. as needed (15% time)
* Assists Employee Experience Manager with provider and director-level recruitment (5% time)
* Provides administrative support to the department and VP of Human Resources as needed to complete reports, supply data, or create presentations. May serve as point of contact in absence of VP of Human Resources (5% time)
NON-ESSENTIAL POSITION FUNCTIONS: These are functions which are ancillary to the position and may be assigned to others if necessary. Most functions that account for only a small part of the position are considered non-essential.
* Assist in researching market specific events
* Pull reports and research comp set analysis, as needed
* Monitor employee engagement and workplace satisfaction, identifying opportunities to improve
* Liaise with other departments, personnel, managers as necessary to ensure satisfaction from internal constituents
POSITION SCOPE: This position is responsible for functions of the human resources department in Immokalee, however may be asked to assist at one or more of the other offices of Healthcare Network.
* FISCAL RESPONSIBILITY: Assists with maintenance of the department recruitment budget.
* TRAVEL REQUIREMENTS: Travel within the local market will be required but will be limited to less than 25%
* MINIMUM REQUIREMENTS AND QUALIFICATIONS: The established minimum education/training or experience for this position shall be:
* Education
* Associate degree in Business, Human Resources or Related Field - preferred
* Human Resources Certification by recognized entity - preferred
* Knowledge and skills
* Demonstrated ability to work under pressure with accuracy and acceptable productivity
* Excellent written and oral communication skills
* Strong analytical and problem-solving skills
* Ability to communicate effectively with various levels, departments and partners
* Strong customer service orientation and skills
* Ability to learn and work with various systems and processes
* Technical Skills
* Excellent computer skills
* Proficiency with HRIS systems (Applicant Pro, preferred)
* Ability to run ad hoc reports
* Position experience (number of years, type/level of previous experience)
* 4 years of relevant experience
* Vast human resources knowledge/experience
* Unless there is a legal requirement, experience will be accepted for the education requirement (5+ years for Associate degree, 7+ years for Bachelor degree)
POSITION COMPLEXITY:
* a) Level of decision-making authority: The Workforce Manager will have authority to make independent decisions as defined by the scope of their position description.
* b) Level of autonomy: The Workforce Manager will have a level of independence as defined by the scope of their position description but shall work closely with the Vice President of Human Resources to ensure continuity of the department.
* c) Supervisory responsibility: There are no direct reports, but the position works hand-in-hand with the Workforce Specialist for recruitment and onboarding events.
* d) Organizational Relationships: The Workforce Manager will work with the Human Resources department to provide an engaging experience to all employees of Healthcare Network. It will be their responsibility to foster positive relationships with staff of all levels and members of other departments to ensure open lines of communication between all.
