Job description
POSITION SUMMARY:
This position of Property Manager is an exempt position that is responsible for the day-to-day programmatic and financial operations at St. Bede's Workforce Housing. Incumbent in this position is responsible for finding and placing qualified tenants, ensuring that units are ready for to occupancy, collect monthly rents and ensuring the property is in good working order. In addition, incumbent is responsible for providing direct Case Management services according to the Housing Stability Process. This position requires the documentation of all efforts made according to regulatory body requirements which include Catholic Charities policies and procedures, federal, state and local laws, accreditation standards, and other regulatory guidelines. Incumbent in this position demonstrates sensitivity to the service population's cultural and socioeconomic characteristics. Residing at St. Bede Village is a condition of employment.
Duties and Responsibilities
Property Management:
* Act as a liaison representing the agency relating to the functions, mission and goals of the property.
* Develop an atmosphere and work processes which treat all tenants with dignity and respect
* Maintain occupancy goals that meet all guidelines, resident selection criteria according to Workforce housing guidelines and agency policies and procedures.
* Keep property occupied with qualified tenants, through advertising and lead follow-up.
* Maintain open dialogue with supervisors on vacancies, tenants, and physical condition of property.
* Meet potential tenants, the property, and assess their applications in accordance with regulatory guidelines.
* Select qualified tenants and develop rental agreements.
* Maintain all resident file documentation and financial transactions related to the leasing of the units in properly documented and secure order.
Facility Management:
* Develop and implement a system to identify and perform routine repair and maintenance.
* Inspect property and arrange for repairs and new materials as required
* Schedule maintenance, trash removal, landscaping, security, and other ongoing services and managing disputes with these service providers where appropriate.
* Ensure that emergency maintenance issues are resolved timely.
Housing Stability Planning/Case Management:
* Participate with the Tenants in the development of the housing stability plan.
* As needed, provides case management that are individually tailored to the needs of tenants.
* Quarterly reviews the individual's progress toward achievement of service goals and desired outcomes.
* Ensure follow-ups and referrals are completed within the specified timeframe.
* Completes and input all service Information in the consumer data entry systems, as required.
* Maintains file documentation of all service activities.
Fiscal Management:
* In conjunction with Finance/Accounting, establish rental rates according to Key West Workforce Housing guidelines.
* Monthly collection and deposits of rents and other fees.
* Maintain inventory of program assets according to pertinent guidelines.
* Control and approve all financial transactions and allocations according to guidelines and procedures within the approved budgets.
* Develop and maintain programmatic balanced budgets.
Risk, Compliance and Reporting:
* Submit within 24 hours of an Incident an Unusual Incident Report and submits all relevant documentations required by regulatory bodies.
* In coordination with Risk Management, investigate and resolve property complaints and rental violations.
* Collaborates with Quality Assurance to build policies and procedures that focus on tenant housing stability and eviction prevention.
* In conjunction with Risk Management, assists with compiling, completing and maintaining resident information required for court documentation and eviction warrants.
* Complete all required monthly, quarterly, and annually required reports within the specified timeframe.
* Participates/Completes monthly safety inspections using the Safety Checklist.
* Participates/Conducts monthly fire drill.
Additional Duties:
* Communicate any problem/concern of the program to Program Director in a timely manner
* Performs other duties as assigned by the Supervisor
* Complete all required trainings as per Regulatory guidelines and other trainings as requested by supervisor.
* Complies with all policies, procedures and requirements necessary to perform the functions of this position.
Physical Demands:
* Work is usually sedentary, but may require long periods of standing, walking and/or bending and some light lifting. The work is mostly performed in a secure office setting.
* Ability to travel to meeting/training locations.
Educational & Experiential Requirements:
* Minimum of a Bachelor's degree in social services or related field and least three years direct care experience in human services.
* Housing/property Management experience is a plus.
* Obtain Certified Manager of Housing Certification (CMH) within the first year of employment
