Eckerd Connects' Community Alternatives is the community-based care lead agency for child welfare services in Pasco and Pinellas Counties and manages one of Florida's largest systems of care, serving about 3,100 children each day. A Program of Eckerd Connects and governed by a community-based board, Eckerd Connects Community Alternatives has developed an integrated and collaborative system of care for safety, well-being and permanency of vulnerable and at risk children, while strengthening and supporting families. In its role as lead agency or "system manager", provides: adoption support; child abuse prevention; child placement; contract and fiscal oversight; foster home management; performance and data management; resource development; and utilization management.

Position Concept
Responsible for all aspects of foster parent recruitment activities including responding to and following up of initial inquiries, marketing, analyzing client needs and demographics to determine recruitment goals, researching target populations and locations to determine where best to initiate recruitment initiatives, and seeking opportunities to conduct presentations and participate in speaking engagements that enhance community awareness and increases recruitment potential. Manage relationships with a diverse group of important external clients and internal contacts at all levels of the organization. Independent judgment is required to plan, prioritize, and organize diversified workload; to evaluate and screen initial applicant's acceptability and suitability for the licensing process; recommends and executes improvements in organizational procedures.

  • Develop recruitment plan in collaboration with licensing supervisor, marketing team and licensing director.
  • Formulate ways to identify trends, interpret and monitor data in order to implement improvement or performance improvement.
  • Provide input for strategic planning and short and long term goal development related to recruitment.
  • Work in partnership with team for analysis, program design and implementation, public relations and quality/performance improvement.
  • Schedule and coordinate a calendar of Recruitment Events and Resource Table opportunities in Pinellas and Pasco.
  • Develop and maintain an ECA Recruitment Committee that collaborates with marketing group to create awareness campaigns, media and collateral materials (brochures, rack cards, ads).
  • Conduct and attend community recruitment presentations (i.e. hospitals, schools, businesses, civic groups, government entities, etc.) with flexible work hours to include evening and week-end events.
  • Coordinate with team to plan and organize events, where current licensed families bring someone that they know is interested in fostering or adoption.
  • Coordinate with Staff and External Affairs Department to plan and organizes House Parties/Social/Home Events to raise awareness.
  • Participate in educational opportunities with staff and foster-adoptive families regionally and statewide.
  • Develop connections for Foster Friendly Businesses and provides monthly updated list to Foster Families and for website.
  • Review recruitment efforts through reports and meetings with team to document source and calls from potential foster families.
  • Identify trends and patterns in the field that could lead to targeted recruitment events.
  • Review and revise goals based on monthly/quarterly/end of year report of number of calls and follow-up, including number attending orientation, Professional Parenting and licensing outcomes.
  • Coordinate faith based recruitment in the community.
  • Attend Foster Florida's Future and statewide QPI meetings and webcasts.
  • Other duties may be assigned.

Position Specifications
Education: Bachelor's degree, from an accredited college or university, in Social Services or equivalent required; Certified in Child Welfare, or willing to obtain certification within 1 year.
Experience: Marketing, communications, or public relations as well as 2 year's experience licensing/recruiting prospective foster/adoptive parents preferred.
Skills: Possess general knowledge regarding child welfare work, including Statutes and regulations regarding licensing and placement of children in foster and adoptive homes. Experience with customer service and multi-task office setting. Have administrative abilities and be detail oriented. Possess excellent verbal and written communication skills. Ability to interpret, adapt and apply guidelines and procedures. Ability to work independently and utilize initiative, ability to meet deadlines.
Physical Demands: Ability to sit at a desk or stand for extended periods of time; Ability to occasionally lift/move up to 25 pounds; Ability to travel.
Working Hours: Due to the nature of a Recruitment Coordinator's role, the work hours are somewhat non-traditional, and will include late afternoon, evening, and weekend work.
Other: Must meet state criminal and Eckerd background screening requirements.
Travel: Must be able to meet requirements for Eckerd's Auto Insurance and be able to drive for business purposes. Must maintain a valid and appropriate driver's license. Must maintain a safe driving record, and provide annual proof of appropriate auto insurance.
