Position Overview
The Recruitment Manager is primarily responsible for establishing a responsive and high-performing Recruitment organization, function, and processes for a fast-growing small IT business with ever-increasing staffing requirements in the United States and Internationally. The Management Recruiter is Lead AITC Manager for recruiting key direct program and indirect internal AITC hires. Must be able to manage others in executing the recruitment function and processes as well as work independently as applicable to execute the recruitment function and processes. This position will have at least one reporting recruiter staff as well as be responsible for third party external recruitment firm(s) management. The Recruitment Manager's chief performance objective is recruitment to fill open requisitions within schedule and cost. Must be experienced in developing, documenting, and presenting Annual Recruitment organization plans, vision, and objectives. Developing recruitment metrics and measurements. The Recruitment Manager position reports to the Chief-Service Center Operations and interfaces to all AITC, Inc. organizations and functions, especially Operations and Business Development.
Responsibilities / Duties
- Supervise staff and others in the execution of recruiting responsibilities.
- Work with hiring managers to develop, document, and update job descriptions and job specifications.
- Work with HR Department to align Job Descriptions and compensation.
- Post jobs in AITC's Applicant Tracking System and appropriate job boards as required.
- Source and monitor available positions online using various job boards and social media.
- Serve as the company liaison with area employment agencies, DVOP's and other ADA and Veteran Organizations.
- Screen candidates resumes and job applications.
- Assess applicant's relevant knowledge and skills.
- Conduct background and reference checks on all new hires.
- Provide the FSO with new employee details to check security clearances in a timely manner.
- Monitor and apply applicable recruiting practices as required by the OFCCP.
- Schedule and conduct interviews using various reliable recruiting and selection tools/methods to filter candidates.
- Responsible for the proper applicant tracking, minimum requirements, qualifications and disposition actions and reports.
- Maintain a database of potential candidates.
- Design, create and validate applicant tracking, new hire and termination reports.
- Provide analytical and well documented recruiting reports in a weekly meeting with managers. Promote AITC's reputation as "best place to work".
- Overtime may be required.
- Some travel may be required.
- Proven 8 - 10 years of professional full time and full life cycle recruiting experience for an IT Federal Contractor with greater than 100 employees and soon to be 200 and greater employees. Comfortable in a rapid growth business environment with growing staff recruitment requirements.
- Bachelor's Degree in business, Human Resources, Social Sciences, or similar discipline.
- Career progression in recruitment function to Recruitment Manager responsibilities of recruitment organization and function/staff.
- Proven 5+ years of Recruitment Management experience leading and managing a successful recruitment organization and staff.
- Leading and effectively interfacing with other managers, organizations, and programs to fill open job requisitions.
- Proven experience in establishing, developing, documenting, maintaining, executing, teaching, and mentoring enhanced recruitment policy, procedures, processes, and practices in a firm.
- Able to develop and implement internal recruitment campaigns to promote employee retention/advancement and AITC FIRST! Employment campaigns.
- Able to develop and implement external recruitment campaigns for advertisements, tradeshows/conference, recruitment efforts, and contract bid locations throughout the country and internationally.
- Develop, document, and assess Individual Performance Objectives (IPOs) for recruitment staff including for proposed salary raises and promotions, recommend and guide career path, and identify professional training needs.
- Knowledge of Office of Federal Contract Compliance Programs (OFFCP) and Affirmative Action Program (AAP) recruiting requirements.
- Solid ability to conduct different types of interviews.
- Hands-on experience with HR databases, Applicant Tracking Systems, and Candidate Management Systems (preferably Paycor).
- Experience working with third party recruiting agencies.
- Proficient in all Microsoft Office Applications.
- Active DoD Secret Level Clearance.
