GENERAL DESCRIPTION OF DUTIES
This position is responsible for the perform supervision of staff, general oversight and daily management of activities to support the mission of the Office of Intervention and Detention Alternatives (OIDA) which is to restore and enhance the quality of life of the clients served. Work involves providing information and services to the courts, various criminal justice agencies, victims and defendants who have been ordered by the courts to participate in the Supervised Pretrial Release Program. Work also involves drafting and presenting statistical reports and entering data into automated case management systems to ensure accuracy, and assessing the Supervised Pretrial Release Division's resource needs and assisting in preparing the annual operating budget. In addition, this position will rotate supervisory on-call duties for all OIDA divisions providing 24/7 services to Leon County Government and the criminal justice system.

ESSENTIAL DUTIES
Supervise Leon County's Supervised Pretrial Release staff in the management and compliance of court ordered obligations. Monitor staff compliance with organization, department, and division policies and procedures. Review weekly monitoring reports for all active cases and discuss appropriate action with Probation/Pretrial Officers for any issues of non-compliance. Review all documents prepared by staff prior to submission to the courts to ensure accuracy throughout the document including court-ordered conditions and violation details. Review quarterly file audits and provide feedback and direction. As needed, create a development plan to ensure immediate corrections and improved compliance with case management procedures. Monitor the intake interview and assessment process and staff's compliance and application of Administrative Orders pertaining to releases and required special conditions imposed. Review information provided by staff attending First Appearance to ensure adherence to protocols and proper communication of the court's direction and expectations to all parties impacted. Review, assess and document employee performance through staff development plans, regular staff meetings and employee performance evaluations.

Manage the functions of the Supervised Pretrial Release Division and assist in the management of OIDA to ensure compliance with the overall objectives of the department and the delivery of professional and relevant services to the public, pre-sentence defendants, criminal justice partners and all others impacted by the services under the authority of this Office. Review and assess staff needs and coordinate with appropriate management to ensure the necessary tools and training are provided to complete tasks/assignments accurately and efficiently. Communicate to the Director any concerns thought to impact the operations and/or performance of the department. Identify and recommend well thought out and implementable solutions. Prepare and present monthly reports (as requested) to the Public Safety Coordinating Council on the supervision and outcomes of defendants assigned to the Supervised Pretrial Release Division's electronic monitoring programs. Assist in the budget development process and monitor Supervised Pretrial Release Division's, including electronic monitoring programs, expenditures to ensure successful operations within the established fiscal parameters. Assist the Director in the development of contracts and oversight to ensure the electronic monitoring vendor's compliance with contract terms for GPS and alcohol electronic monitoring. Assist the Director in the compilation and analysis of data for the preparation of the quarterly reports submitted to FDLE as required by Justice of Assistance (JAG) Grants. Assist in the development, implementation, and review of the OIDA's strategic plan as established by Leon LEADS. Compile and analyze division data for submission of monthly reports detailing work productivity and performance measure estimates and actuals. Review and update the division's policies and procedures manual as needed.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of Federal, State, and Local laws, rules and regulation relating to criminal procedures and drug and alcohol testing requirements. Knowledge of purpose and scope of Intervention and Diversion Programs. Ability to coach, counsel, discipline and effectively evaluate and provide feedback to a diverse multi-disciplined workforce. Ability to work cooperatively and build consensus with a variety of groups with both competing and comparable interests and priorities, to facilitate a positive outcome for all involved. Ability to respond timely to public safety and other internal staff emergencies. Ability to implement and manage criminal justice related programs and offer recommendations to improve system operations. Skilled in problem solving and employee relations issues. Considerable knowledge of technology associated with global positioning satellite and alcohol electronic monitoring equipment and best practices for effective program operations. Basic computer skills in a variety of software, including presentation, statistical, analytical, and word processing.
COMPLEXITY OF WORK
Independent judgment is required to make decisions when providing guidance to staff and recommendations. Employee must work autonomously and professionally with changing schedules, deadlines and in emergency situations. Employee must be able to identify, prevent, seek appropriate guidance and direction and take action when necessary to resolve isolated situations and problems. Employee must be able to review and assess with input from the Director, employee, or other staff to resolve office operational matters and personnel matters.
INTERNAL AND EXTERNAL CUSTOMER CONTACTS
Work involves considerable contact with various individuals to provide guidance, feedback, status updates, information sharing, and data base management.
EQUIPMENT AND TOOLS USED
Personal computer; word processing, spreadsheet, and database software; specialized software such as criminal justice case management databases; and calculator.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is performed mainly indoors at a desk. Physical demands include walking, sitting, lifting/carrying reaching, handling, et cetera.
MINIMUM QUALIFICATIONS
Requires graduation from an accredited four year college or university with a Bachelor's degree in criminal justice, criminology, social work, psychology, or a related field and two years of related work experience.
Necessary Special Requirements:
Must possess a valid State of Florida Class "E" operator's license and have a favorable driving record.
A FCIC/NCIC Certification is preferred.
All Leon County employees (regular full-time and part-time, OPS, and PRN) are required to work before, during and after a Declared Local State of Emergency (DLSOE). Participation is considered a condition of employment.
