SALARY RANGE: $55,458 - $67,632
POSITION PURPOSE:
The HR Generalist - Compliance administers the Authority's Drug and Alcohol program and the Department of Transportation (DOT) physicals for all safety-sensitive positions to ensure compliance requirements are met by adhering to human resources policies, programs, and practices. This includes planning, organizing, developing, implementing, and coordinating programs to ensure cultural and fiduciary appropriateness for the Authority. This position provides support for the Manager of Labor Relations and other managers in all areas of Human Resources, to include recruitment and onboarding, benefits, FMLA, wellness, public records, training and organizational development, and employee and labor relations. The Generalist also maintains personnel records and company-wide systems with employee personal data. The individual in this position demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and works cooperatively and jointly to provide exceptional HR support.
ESSENTIAL JOB FUNCTIONS:
* Manages Drug and Alcohol program for the Authority in compliance with the Department of Transportation (DOT) and company policy. Responds to inquiries from regulatory agencies and completes required compliance documentation. Interprets and applies regulatory requirements to company standards and regulations.
* Coordinates and tracks pre-employment, random, post-accident, return to duty, follow-up and reasonable suspicion testing. Periodically visits collection facilities to ensure activities are in compliance with DOT standards. Facilitates random drug testing at any time within a 24-hour schedule.
* Administers the safety-sensitive and annual company physicals program in compliance with the DOT and company policy. Coordinates and tracks the completion of DOT physicals based on certification results. Coordinates and track the completion of all new-hire DOT physicals. Analyzes and enters DOT physicals in applicable tracking systems. Maintains all necessary records. Works closely with medical providers on return to work physical requirements for employees.
* Manages the monthly billing of physicals, drug, and alcohol testing invoices.
* Maintains personnel, training, medical, benefits, discipline and terminated employee files. Assist with public records requests, as needed.
* Prepares and presents mandatory DOT Drug & Alcohol training. Assists with the preparation of new hire orientation packets and other miscellaneous HR duties as assigned. Cross-trains with other HR staff as required.
* Researches and recommends improvements that increase operating efficiency of human resources related operations, practices and procedures; monitoring effectiveness of various HR related processes and programs.
* Serves from time to time as Project Manager or project team member on a variety of subject matter expertise organizational projects or stretch assignments as assigned by the Portfolio Steering Committee (PSC) of the agency Project Management Office (PMO). These assignments will implement broad strategic and organizational agency goals.
MARGINAL FUNCTIONS:
* Performs other work-related duties as assigned.
REQUIREMENTS:
This position has a non-standard schedule and may coordinates drug testing at any time within a 24-hour schedule. Local travel is required approximately 30% of the time.
Education and Experience:
* Bachelor's degree in Business Administration, Human Resources, Public Relations, or a related field. An equivalent combination of education and experience (1-year of formal education equating to 2 years of work experience) may be considered in lieu of the above requirements.
* Four (4) years progressive related experience is required.
* The following experience is preferred: Experience in a public sector HR or legal environment administering a compliance program; demonstrated ability to analyze and identify organizational development needs and implement programmatic solutions that are culturally appropriate for the Authority; experience creating, implementing, managing, participating in and managing large-scale HR projects and initiatives.
Machines, Tools, & Equipment Used:
* Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.
* Standard office practices, procedures, and equipment, including computer system and software.
Licenses/Certifications:
* Valid Florida Driver's License or be able to obtain one within in 10 days of hire or moving to the State of Florida.
QUALIFICATIONS:
Knowledge, Skills and Abilities:
* Knowledge of Human Resources Management principles, laws, procedures and best practices; Bargaining unit contracts; and Recordkeeping regulations.
* Excellent PC skills working with Microsoft Outlook, Word, Excel, Power Point, Visio, and Publisher, and the Internet and Adobe products.
* Able to work independently and as part of a team in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities, and needs while maintaining strict confidentiality.
* Able to work under stress on multiple concurrent tasks with frequent interruptions, organizing and prioritizing work appropriately to meet deadlines, attendance, and punctuality requirements.
* Able to think analytically, apply problem-solving skills, and accurately memorize and retain details. Excellent verbal, written, and interpersonal skills with a strong focus on customer service. Able to interact positively with a variety of personalities internally and externally.
Physical Demands/Work Environment:
* Work is performed in a standard office environment.
* Ability to hear, see, speak, and perceive color, depth and texture.
* Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
* May be exposed to potentially intimidating and/or unreceptive members of the public; may occasionally be exposed to dangerous machinery, extreme weather conditions, extreme noise and physical harm.
