JOB PURPOSE:
Reporting to Piedmont's Chief Real Estate and Corporate Development Officer, the Executive Director for Planning, Design, and Construction oversees and leads Piedmont's facility planning, design, development and construction projects. With overall responsibility for Piedmont's major and routine capital project programs the ED plans, develops, and manages a team and portfolio of projects from discovery and early design phases through construction completion across Piedmont's hospitals and clinics while ensuring contract compliance and adherence to detailed enterprise standards and requirements.
Partners with key organizational and operational leaders to identify and establish enterprise standards suitable to Piedmont's objectives and communities. The ED assists campus and clinic leaders in achieving priorities, goals, and objectives for the system as a whole and each project individually. It is expected that the ED lead the formation of project execution teams including identifying and acquiring needed resources and coordinating the efforts of team members, internal and external, in order to deliver projects according to plan.
Establishes and manages Piedmont's enterprise-wide standards and guidelines for planning, design, and construction of hospital and clinic projects across the State of Georgia. Leads the selection of design and construction consultants and manages Piedmont's master service agreements with a stable of highly qualified internal and external program managers and experts. Develops in-house programs, concept plans and project scope and discovery documents. Leads planning and programming efforts for master planning, campus facility plans, space utilization efforts and space efficiency studies. Responsible for managing a team of design and construction professionals, as well as project schedules, budgets and staffing to support the planning and design phases of Piedmont construction project efforts.

KEY RESPONSIBILITIES:
1. Oversees a team of design and construction professionals responsible for small to large projects.
2. May serve as lead for Piedmont on major capital projects.
3. Builds strong, cross-functional relationships to ensure that all stakeholders are appropriately engaged and that each entity is fully supported.
4. Develops a comprehensive program and concept plan for newly initiated projects.
5. Coordinates and prepares necessary documents to support Certificate of Need (CON) application.
6. Oversees design process including consultant selection, contracting, preconstruction, and drawing reviews.
7. Partners with construction project managers during the construction phase to ensure seamless project delivery.
8. Manages project scope, budget, and schedule.
9. Provides leadership in project safety, quality, and infection prevention.
10. Liaises between Piedmont staff, property managers, consultants, contractors, and other vendors.
11. Works with consultants to review and resolve all project issues.
12. Oversees vendor selection process according to Piedmont policy including preparation of request for proposals for various consultants and vendors; reviews proposals for to identify the appropriate consultant team and facilitates leveling of proposals.
13. Creates, maintains, and updates project reporting including work plans, status reports, and issue logs.
14. Reviews and submits payment requisitions for approval.
15. Develops, communicates, and manages project schedule.
16. Develops and monitors project performance indicators.
17. Manages relationships with key municipal agencies for project permitting, approvals, and inspections.
18. Prepares and presents updates to executive leadership team.

Requirements

MINIMUM EDUCATION REQUIRED:
Bachelor's degree in engineering, architecture, planning, business or closely related field required.

MINIMUM EXPERIENCE REQUIRED:
Ten (10) years of progressive experience as a manager, developer, builder, planner or architect in the healthcare field.

MINIMUM LICENSURE/CERTIFICATION REQUIRED BY LAW:
None.

ADDITIONAL QUALIFICATIONS:
Demonstrated experience building teams in a growing organization.
Architecture license is a plus (RA). Excellent written and oral communication required.
