Program Management Officer (Background and Recruitment)

Salary Commensurate with experience

Description

The purpose of Program Management Officer (Background and Recruitment) is to oversee Atlanta Fire recruitment process in its entirety. This includes designing and modifying recruiting procedures, recording recruiting metrics, supervising the recruiting team, and monitoring the recruiting team's performance. Their goal is always to make the organization recruitment process as efficient and effective as possible.

Duties and Responsibilities

To ensure that the recruitment process is as refined and efficient as possible, Program Management Officer will perform a wide array of tasks.

Create and Modify Procedures

Using their experience analyzing what works and what doesn't, the Program Management Officer will need to critically evaluate the Atlanta Fire Department's current recruiting procedures and modify them accordingly. And, if necessary, the Program Management Officer will design brand new procedures and oversee their implementation with approval for the Fire Chief and/or his/her designee.

Supervise the Recruiting Team

The Program Management Officer daily duties will involve continued supervision of the recruiting team. This involves a great deal of communication with the team to streamline processes, solve problems and identify areas in need of improvement.

Monitor Metrics:

The Program Management Officer will keep track of the recruitment metrics, such as time-to-hire and cost-per-hire. Also known as key performance indicators (KPIs), these metrics will make it easier for Program Manager to see where problems lie and address them quickly.

Build the Network

The Program Management Officer will ensure that the Atlanta Fire Department has access to the widest possible pool of candidates to choose from and will need to network the City of Atlanta Talent Acquisition, AFRD Human Resources unit and with other employers and employees within the same industry by attending conferences, job fairs, seminars, etc.

Forecast and Plan

The Program Management Officer must coordinate with the City of Atlanta Talent Acquisition, Human Resources and Atlanta Fire Department chain of command to anticipate future hiring needs. This collaboration will give the Program Management Officer ample time to plan for those needs and to develop a recruitment strategy in advance.

Candidates must be charismatic, results-driven people who are just as comfortable building business relationships as they are analyzing data and forming strategies. They aren't afraid of socializing with people they don't know, and they rarely shy away from a challenge.

In addition to these general attributes and personality traits, applicants must possess the following skills and qualifications:

  • Overseeing a small or large team of recruitment professionals.
  • Establishing and maintaining meaningful, long-lasting professional relationships.
  • Communicating effectively with others both verbally and in writing.
  • Analyzing data to modify and design recruitment strategies.


Qualifications

Minimum Requirements
Bachelor's Degree in Business Administration, Human Resources or equivalent, 5 to 7 years of progressively responsible experience in recruiting and selection with a successful track record in high volume recruitment and placement of complex hires, strong quantitative orientation, and managing vendor relationships. Experience managing recruiting staff, including coaching/mentoring for team development and individual skills building. Experience establishing and maintaining effective working relationships with Sworn personnel, city employees, and public.

Preferred Requirements

Familiarity with testing and assessment tools used in selection, and corresponding legal requirements and considerations. Ability to use personal computers and related software including recruiting technologies, the ability to build connections and relationships internally and externally with focus on strong leadership and client management.
