Duties
- Provides technical guidance, information, and assistance for a variety of Employee Relations programs such as voluntary leave transfer, disciplinary actions, grievances, appeals, complaints, indebtedness, financial assistance, and drug testing.
- Performs administrative and clerical support duties in support of the Employee Relations Program.
- Performs the full range of tasks in filling positions.
- Performs a variety of recruitment and placement support duties.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Positions.
GS-06:
SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes: 1) Applying knowledge of an extensive body of employee relations rules, policies, methods, procedures, operations, and principles to perform limited technical work of a non-controversial nature. 2) Using a knowledge of basic recruitment and placement rules, procedures, and operations to perform a variety of interrelated and/or standard support work assignments involved in the fill of a variety of lower-graded clerical, administrative, technician, and semi-skilled wage grade positions. 3) Using various computer software programs, tools, and techniques to support office operations and produce documents such as letters, reports, spreadsheets, databases, and graphs. 4) Assisting others in researching, analyzing, interpreting and applying rules, regulations, and procedures. 5) Assisting in planning, organizing work and meeting deadlines. 6) Applying a basic knowledge of DCPDS to input, store, retrieve data and assisting in performing quality review of data elements.

EDUCATION: Must have successfully completed graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

4. Ability to research, analyze, interpret and apply rules, regulations, and procedures. Ability to plan and organize work and meet deadlines. Ability to communicate effectively, both orally and in writing.
