PRIMARY POSITION FUNCTION:
The Senior HR Specialist will provide human resources support to the Office of the Vice Chancellor for Research & Innovation Human Resources (OVCRI HR) team and exercise professional judgement and discretion in the coordination of HR operations.
DUTIES AND RESPONSIBILITIES:
HIRING, SEARCHES, & RECRUITMENT
- Carry out all aspects of hiring for all employee groups, including but not limited to position development and approval, end-to-end search processes and documentation and approvals, recruitment advertising search team training, interview participation and coordination, selection process, and reference checking.
- Work closely with the Office for Access and Equity (OAE) with respect to affirmative action plans and equal employment opportunity practices. Act as point of contact for OAE regarding departmental hiring activity.
- Facilitate robust, employee-focused onboarding for all employee groups.
- Provide timely, efficient service for appointments processing for all employee groups, including insight and recommendations on various appointment requests (often non-standard appointments), working closely with central HR units on campus and within OVCRI, and in accordance with university policy and procedures.
- Responsible for processing employment transactions including but not limited to promotions, appointment changes, reclassifications, mid-year increases, SIE, labor distribution changes, admin increments, position creation and maintenance, earnings transfers and end jobs, retiree rehire.
- Assist and support with processing related to visa (J-1, H-1, F-1 OPT, etc.) and green card processing and documentation.
- Coordinate all aspects of the employee separation process.
- Process biweekly payroll, pay adjustments, overpayments and other payroll transactions.
- Monitor leave in both Webtime and VSL reporting applications.
- Assist with processing and tracking FMLA and other related leave benefits.
- Maintain and disseminate current information on personnel policies. Ensure compliance for all human resource policies according to Federal, State, and University policies and regulations.
- Assist with interpretation and application of policies and procedures for all human resource functions. Work with college and departmental HR staff on development and implementation and maintenance of policies related to human resource administration.
- Assist with tracking and monitoring compliance for assigned units in areas such as performance reviews, Ethics Training, ANCRA Training, and Title IX Training. Respond to inquiries and resolve problems that require interpretation, explanation, and justification of departmental human resources and administrative policies and procedures.
- Conduct inquiries and interpret findings and make recommendations for various HR-related appointments and hiring practices given the complex, interdisciplinary nature of many units within OVCRI. Work closely with a variety of constituents to make such recommendations and provide feedback.
- Assist in the development and distribution of procedures and templates used in HR search processes and transaction processing to drive efficient operations throughout OVCRI portfolio.
- Assume appropriate HR-related additional duties to further the mission of the departments and the OVCRI portfolio.
- Stay abreast of current HR process, policies, and trends by attending relevant campus HR meetings and relevant training on campus and by participating in local and national HR group activities as time permits.
- Maintain comprehensive electronic and paper files, including confidential employee materials.
- Execute HR projects as assigned.
QUALIFICATIONS
Required:
This position requires a bachelor's degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position, as well as two years of professional-level work experience performing professional-level human resources duties. Experience conducting searches for professional positions in an academic or higher education setting.
Preferred:
The ideal candidate will also demonstrate the following qualifications: Experience working with applicant tracking, employee management systems, and reporting tools. A strong ability to research, interpret, and make recommendations based on HR policy. Possession of excellent interpersonal skills, strong oral and written communications skills. Knowledge of common computer applications including Microsoft Office software and demonstrated ability to learn new programs. A proven track record of customer service to diverse clients and ability to interact with a broad array of internal and external constituents. Results oriented with strong organizational and time management skills and ability to manage multiple projects, assignments, and complex tasks. Ability to document processes and procedures accurately and clearly. Ability to process a high volume of transactions in an accurate and efficient manner with a high level of attention. Ability to interact well with people as difficult situations arise. Ability to perform under pressure and time constraints.
SALARY AND APPOINTMENT INFORMATION
This is a full-time Civil Service Human Resources Associate position appointed on a 12-month service basis. The expected start date is as soon as possible after the close of the search. Salary will be commensurate with experience. Most work is performed in an office setting with extensive use of a computer. This position may be considered eligible for a hybrid or remote work arrangement depending on unit needs and guidelines.
