Overview:
LMI is seeking a Property Management Specialist at the client site at Rock Island Arsenal in Illinois. This effort supports the Army Logistics Civil Augmentation Program (LOGCAP) by assisting with property control audits and surveys, conducting in-depth research of emerging policy, regulations, directives, or industrial issues, and preparing written reports outlining audit support findings.

Responsibilities:- Review and prepare analysis of performance contractors proposed procedures for the control and accounting for Government property.
- Assist with systems surveys at the contractors facilities to ensure that Government property is being accounted for in accordance with the terms of the contract.
- Assist with fact finding investigations to determine reasons for loss, damage, destruction, or misuse of Government property.
- Make recommendations to the Administrative Contracting Officer (ACO) pertaining to contractor liability due to loss, damage, destruction, or misuse of Government property or other actions having reporting requirements.
- Review performance work statements and solicitations involving the use of Government property to ensure compliance with property regulations and the use of the appropriate property clauses.
- Advise Contracting Officers (COs) and ACOs on property matters upon request.
- Review, monitor, and evaluate instructions, authorization documents, acquisition directives, planning documents, accounting concepts, regulations, directives, and manuals pertaining to the control of equipment and material utilized in support of the contract.
- Associates degree preferred.
- Minimum of 3 years experience with Enterprise Resource Planning ERP logistics systems as they relate to property management.
- Expert knowledge is required of property acquisition, accountability, and reutilization policies and principles in relation to a wide variety of Federal, Army, and/or local programs, in order to assure that property is adequately and efficiently accounted for, described, used, and made available to other organizations, and in order to ensure contractors comply with disposal regulations.
- In-depth knowledge of and ability to evaluate the adequacy of contractor's procedures for effecting property accountability and turn in actions in order to monitor property inventory and disposition of excess or surplus property by a variety of contractors.
- Extensive knowledge of contracting policies, regulations, and practices to resolve contract problems and apply contract provisions pertaining to Government provided property in possession of contractors to ensure contractors comply with contract provisions, and to evaluate adequacy of the contractor's procedures for effecting disposal.
- Possess an active interim DoD Secret security clearance. Full Secret security clearance preferred.
A Secret clearance is required for this position. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. LMI will only consider applicants with an interim security clearance (at minimum) for this position. Please note that only U.S. citizens are eligible for a security clearance.
