Job description

Our client is looking for a Business Analyst to oversee the data gathering, review, and analysis process for Career and Technical Education (CTE) systems.

These applications will be designed to include CTE Program of Study Verification, CTE Program of Study Approval and Program Quality Review, CTE Comprehensive Local Needs Assessment and Program Data Review, College and Career Pathway Endorsements, Methods of Administrative Review, and CTE Program Improvement Plan. Additional applications will be developed as needed to support the State Plan for Perkins V implementation. Collaborative work between the CTE and Innovation Department and the Software Solutions Department is essential to the implementation of the State Plan for Perkins V in Illinois.

Increasing access to and supporting the implementation of high-quality CTE Programs of Study, which this work supports, is a part of the Student Learning Goal of ISBE's 2 Strategic Plan. These applications will be designed to support the goals outlined in the State Plan for Perkins V, which will increase access for students to CTE programs and work-based learning, strengthen and improve the quality of the programs, and improve monitoring processes of CTE and Methods of Administration. Without these applications, ISBE would default on obligations outlined in the State Plan for Perkins V and, therefore, result in ISBE being noncompliant with Federal regulations.

NOTE: Local candidates or willing to relocate at their own expense. Position will be on-site in Springfield, IL from day one.

Location: Springfield, IL

Contract: 3 years

Skills Required:

• Bachelor's degree in Business, Computer Science, or a related field, or in lieu of a bachelor's degree, a minimum of four years of professional work experience in a business analyst role
• Four total years of experience of proven expertise translating business requirements into technical requirements.
• Agile-related Scrum Master Certification.
• Two years of experience working in an environment that utilizes Agile software development cycles. The name of the entity in which this structure was utilized must be provided.
• Knowledge of the following:
• Team Foundation Server / Azure DevOps
• Balsamiq (or other screen mockup tools)
• Microsoft Office 365
• Writing user stories and performing quality assurance testing on stories
• Monitoring and prioritizing work in an Agile environment
• Leading onsite and remote Agile Scrum ceremonies and meetings
• Designing prototypes and mock-up designs
• Logging deliverables and tracking timelines
