Job description
Position Summary
Responsible for coordination of all facets of financial, accounting and reporting related to property tax billing collections and to work cooperatively with team on the complete and timely reconciliation of all accounts. Work across Marion County Treasurer's Office (MCTO) Divisions to conduct analysis and review of all financial transactions. Serves as primary contact and responsible for the annual property tax sale, and works cooperatively with the revenue division on the two property tax collection cycles annually.

Position Responsibilities
* Assist Finance and Accounting Manager in the tracking and oversight of the reconciliation process for the bank and trust accounts and coordinates the annual property tax sale, working cooperatively with the revenue division and other stakeholders on all aspects.
* Setup flexpay parcels with the email address - every May and November in invoice cloud.
* Send out surplus letters January for any parcels that have surplus of over 5.00
* Working with Revenue Manager and electronic tax statement distribution companies to update PVD for mailing.
* Work with Govtech to confirm tax data is getting loaded properly
* Change banking information every cycle from spring to fall within the system
* Update the flags in GovTech each tax cycle
* Pull payment files from Govtech confirm we receive the wires from the TSD companies to match the file- post file
* Work with Invoice Cloud each cycle to make sure invoices are loaded correctly.
* Update the flex pay to make sure the last payment pays the invoice in full
* Keep restricted parcels up to date with invoice cloud
* Download daily information so we are able to have historical data after 2 years.
* Update bill-to codes and flags for auto-pay and flex pay with Invoice Cloud
* At end of each cycle create, a no penalty list, and upload file before penalty add
* Create a .50 file before each penalty add- this prevents the taxpayer from receiving 10% penalty instead of 5% because of owing .01-.49 on the tax bill.
* Move all inactive parcels to the active parcel after the 2nd penalty add in fall to prevent parcels being pulled from tax sale due to inactive property
* Work with the Assessor to get information on tax sale parcels regarding combinations/pulls due to encroachment parcels.
* Pull correct data and create tax sale tickler letters for mailing
* Confirm daily that PVD and GUTS agree.
* Update GUTS with tax sale pulls daily and make sure there are notes to backup the status change.
* Confirming penalty add- check tax analysis vs total updated from PVD.
* Confirm that tax rates and related information are correct in PVD before liabilities are added.
* Load electronic bill file into PVD before extract is done
* Make sure bill to codes are accurate before extract
* Provide a mailing address for bundles at extract.
* Make sure bill-to codes are accurate before mailing.

Qualifications
Associates degree or higher in Accounting, Business, Management, public finance or Computer Information Services along with a minimum of four (4) years of experience in government is required. Incumbent should have knowledge of Microsoft Office Suite of products, particularly Microsoft Excel, AHDOC, and PVD. Ability to research and comprehend municipal ordinance is essential.
Independent Judgment
Position requires the knowledge of established policies and procedures, which controls most of the actions in this position. Successful candidate may also rely on experience and judgment to plan and accomplish assignments in a timely manner with a high emphasis on attention to detail, accuracy, utilizing various data formats, as well as some independent judgement based on professional experience. Other duties and tasks are routine in nature and performed under moderate supervision following standard procedures.
