About the Job:

The Human Resources Manager supports multiple small agencies and is responsible for providing day-to-day consultation including facilitation of the development, implementation, monitoring and coordination of human resources programs. The HR Manager provides strategic insight and guidance to agency executives, divisions and local office staff pertaining to human resource issues.

This is a remote position that will require frequent travel to BMV branches within the assigned region.

A Day in the Life:

The essential functions of this role are as follows:

  • Acts as a consultant by analyzing and recommending solutions to human resource issues such as staffing issues, succession planning, workforce planning, etc.;
  • Conducts, coordinate and/or facilitates HR related investigations, pre-deprivation meetings and/or responses to regulatory requests;
  • Maintains compliance with federal and state regulations concerning employment
  • Responds to or participates in the unemployment insurance claims process;
  • Identifies potential classification/compensation, reorganization problems and recommends solutions to management;
  • Partners with different HR functional areas to ensure best practices and the most efficient customer service is delivered;
  • Coordinates and/or conducts training on various human resources/management issues/topics (e.g. performance management, new employee orientation);
  • Reviews and makes recommendations on agency/division policies, action plans and other related improvement processes;
  • Keeps abreast of new developments, legislative changes and court cases which impact upon areas of work;
  • Maintains Human Resource Information System records and compiles reports;
  • Posts job openings and submit requests associated with the process;
  • Advises hiring managers throughout the process and ensures that reference and background checks are being conducted.
  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
  • Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

What You'll Need for Success:

  • Broad knowledge of principles and procedures for HR recruitment, selection, training, compensation and benefits, labor relations and negotiation, and HR information systems;
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources;
  • Extensive knowledge of the agency mission and administrative policies;
  • Extensive knowledge of specific human resources programs such as: Affirmative Action, ADA, and employee relations;
  • Working knowledge of computer and HR software programs;
  • Excellent oral and written communication skills;
  • Excellent problem solving and analytical skills;
  • Ability to formulate sound recommendations and make decisions with consideration of potential impact on agency/division statewide;
  • Ability to establish and maintain effective working relationships with all levels of management;
  • Ability to maintain confidentiality;
  • Ability to successfully negotiate resolutions to complex problems or situations;
  • Ability to develop, implement, coordinate and present training programs (including the assessment of training needs and development of curriculum);
  • Strong project management, time management, and leadership skills;
  • Able to manage multitask work in a strong-paced environment.
  • Ability to delegate work, set clear direction, and manage workflow
  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets

This role may serve as a team lead for an assigned work group.
