Starting Salary: $4406.19 - $4765.73

Education Pay for Bachelor's degree or higher: $200/month

Objective

Support the accomplishment of the Department's mission through the delivery of specialized clerical and technical service in support of the Department's human resources management program.

General Description

The incumbent performs a full range of technical and administrative tasks requiring specialized knowledge and judgment in the application of human resources policies, procedures and systems. Typical duties include clerical and administrative activities related to recruitment, selection, onboarding; providing technical assistance to applicants, employee and Department administrators related to personnel transactions, compilation of data, special research and recordkeeping. All assigned duties and tasks are expected to be performed in an effective, efficient, and safe manner. The Human Resources Technician must accept the responsibility to support and promote this organization's mission and comply with its directives. Incumbent must be methodical in nature and pay attention to details in the preparation and filing of records. Personal conduct and behavior (on duty as well as off duty) must be such that it does not bring disrepute or unnecessarily endanger the public's trust or confidence in the agency or its members.

Important and Essential Duties

  • Establish and maintain an effective and professional working relationship with fellow employees, other governmental agency representatives, vendors, and the public.
  • Administer and coordinate the hiring process for all positions; coordinate oral boards, new hire physical and psychological assessments; coordinate with Training Lieutenant and EMS for required candidate agility testing; prepare background investigation packets; Manage the background investigation process, administer or arrange CVSA for hiring process; maintain databases of applicants for each process to include: names and voluntary identifiers for EEOC and Affirmative Action tracking; Ensure adequate quantity of testing materials and supplies for hiring process.
  • Coordinate enrollment of newly hired sworn and corrections officers into KLETC (sworn) and KJA (corrections) ensuring required application and documentation is submitted for enrollment. Prepare and complete new hire documents, such as, the oath of office, and tax and labor forms in accordance with Department procedures.
  • Draft vacancy postings; notify colleges, newspapers, and other recruitment sources of current and/or upcoming employment opportunities.
  • Manage the maintenance of leave and attendance records ensuring accuracy of time and leave records; track and monitor FMLA, injury leave, and shared leave.
  • Maintain active and archived personnel records; process and verify employee status changes and other data entry and file management functions.
  • Critically analyze operating procedures on a frequent basis; suggest appropriate changes to current policies and procedures based upon observation, and evaluation.
  • Issue and maintenance of identification cards for employees, retirees, and volunteer personnel (Chaplains, Auxiliary, etc.).
  • Update Picture-link, as needed.
  • Serve as the Access card administrator.
  • Assist with recruitment activities
  • Assist and consult with Human Resources Coordinator on matters or employee relations, as needed.
  • Maintain regular and prompt attendance.

Other/Marginal Duties

  • Assist Supply Technician with new hire uniforms, as needed.
  • May be required to deliver occasional training and/or presentations.
  • Performs other duties and responsibilities as needed or assigned.

  • Must be able to pass all pre-employment requirements to include, but not limited to; physical screening, drug test, CVSA, and extensive background check.

  • Live within a thirty mile radius of the Riley County Police Department.

Education/Experience

  • High school diploma or valid G.E.D.
  • Bachelor's degree from an accredited college is recommended. Both education and experience will be considered.

  • Duties are primarily performed indoors.
