POSITION SUMMARY:
The IT Business Analyst will serve as the onsite IT Refinery Business LAN point of contact for the refinery. This role will be utilizing both technical and business acumen to provide innovative, secure, and reliable technology products and services and work directly with IT Business Analysts, and Developers at the other refineries and corporate offices to ensure that solutions are implemented in a consistent manner across Refining. The position serves as a coordinator between IT and the local refinery clients and will leverage a detailed knowledge of the business to identify opportunities to develop and deploy value-added IT solutions, championing Enterprise initiatives, and assisting in prioritizing work of local IT Business LAN resources.
KEY RESPONSIBILITIES:
- Acts as a liaison between the Information Technology (IT) development group and the refinery for the development and implementation of new systems and enhancement of existing systems. Prioritizes business' requests. Facilitates activities when multiple areas of IT need to be involved such as cross functional changes to applications and system integration testing for projects.
- Prepares communications and makes presentations on system enhancements and/or alternatives.
- Expectations include being able to identify, research, and resolve issues proactively and provide recommendations to business partners, internal IT resources, and the Refining Leadership Team. This includes triage issues and building strategic technology roadmaps for the refinery.
- Stays current on technologies and business processes. Evaluates new applications and identifies systems requirements. Identifies evolving business requirements, measures business processes and application performance, and recommends appropriate systems alternatives and/or enhancements to current systems.
- Understands the data and how the business processes function within the IT applications. Maintains a base understanding of interfacing applications.
- Supports the IT environment by being responsible for 3rd party applications. Maintains relationships with suppliers and 3rd party application providers. Conducts periodic reviews of application documentation.
- Manages change requests including creating "child" work requests, handling "run the business" requests and providing statistics on active and completed requests. Note: IT has work requests (parents) that sometimes require sub-requests (child) and the Business Analyst (or BA) is responsible for both.
- Proactively monitors and communicates the status of incidents and outages and drives resolution. Analyzes data and trends to identify a root cause; then addresses the problem.
- May lead projects or project steps and follows the software development life cycle. Ensures that projects and applications follow IT standards. Periodically reviews the applications and coordinates with audit during audit reviews.
- Provide business analysis, client/server systems design, project management, and development for technology applications for the local refinery. Duties include analyzing, designing, developing, testing, modifying, implementing, and supporting of programs or systems, including in-house developed or purchased/cloud applications.
EDUCATION AND EXPERIENCE:
- Bachelor's Degree in Computer Science, Information Technology, or related/equivalent experience
- Five or more years of experience in an Information Technology role, including a minimum of 4 years' experience in Business Systems Analysis
- Data Visualization and Database Proficiency a plus
- Experience with OSI PI/PI-AF a plus
- Familiarity with Office tools

- Knowledge of security and compliance requirements of applications and client areas and utilize appropriate methods, controls, and documentation.
- Strong critical thinking skills for analysis and problem solving

- Employee must be able to obtain a TWIC.
- Ability to identify, research, and resolve issues proactively and provide recommendations to business partners, IT peers, and all levels of management.
