Description
SUMMARY OF POSITION
The Regional Property Manager is responsible for the supervision of the total operations of individual apartment communities in his/her portfolio. They supervise the staff and report to the Vice President/Director of Property Management.
ESSENTIAL FUNCTIONS OF THE POSITION
- Manage each community to ensure the accomplishment of the owner's goals and objectives. Each community must also be managed to comply with the individual management agreement
- Ensure the communities operate in an efficient, cost-effective manner.
- Assure the communities are maintained in accordance with the standards and procedures established by the owner and/or ALCO. Assure that communities with subsidy are in compliance with governmental regulations.
- Review and revise the annual budget and business plan as completed by the site manager and obtain owner approval of the budget.
- Review monthly financial statements and prepare owner's letters.
- Recommend and implement marketing programs, rental rates and maintenance programs.
- Make regular inspections of the communities to ensure standards and procedures are upheld. Inspections include checking vacant units, make-ready units, and reviewing files for proper documentation.
- Negotiate service contracts for the communities.
- Recruit, hire, train and motivate employees of the communities.
- Communicate regularly with the executive vice president and the owner.
- Represent ALCO in professional and industry organizations
- Other duties as assigned
WORK ENVIRONMENT
Approval of Work
The Regional Property Manager will report to the Vice President/Director of Property Management.
Responsibilities
Within established company procedures the Regional Property Manager has authority to enter into contracts for services in behalf of the communities in their portfolio. The Regional Property Manager has signature authority to authorize purchases in compliance with the Accounting Manual.
Supervisory Role
The Regional Property Manager is responsible for the direct supervision of the site manager of each community in their portfolio. The Regional Property Manager has indirect supervision of the entire site staff of each community. The Regional Property Manager will have approval of the hiring and firing of the site staff. All personnel decisions require the approval of two levels of supervisors.
INTERNAL AND EXTERNAL RELATIONSHIPS
Internally the Regional Property Manager will have contact with the site staff of each community in their portfolio; the central office staff, including the President/Chief Executive Officer; Executive Vice President/Chief Administrative Officer; Senior Vice President/Chief Operating Officer; Senior Vice President/Chief Financial Officer; Vice President/Director of Property Management; Vice President of Asset Management, other Regional Property Managers, and all staff personnel reporting to these positions. The Regional Property Manager will also have contact with the owner of the community.
Externally the Regional Property Manager will have contact with vendors, residents, government representatives, service and professional organizations
CHALLENGES
Balancing the various priorities of individual communities, residents, and the staff is the most difficult part of the position. The work environment is relatively unstructured, allowing the Regional Property Manager to determine priorities.
Qualifications
KNOWLEDGE & SKILL REQUIREMENTS

- Must be able to speak, read and write English
- College degree preferred
- Must be over 21 years of age
- Must have or be in process of obtaining CPM
- Must meet underwriting standards for fidelity bond insurance, as personal automobile will be used, must possess valid drivers license of the state in which employed, and must meet standards of insurability set by insurance carrier to operate personal automobile in furtherance of company business. Must be accessible after hours for emergencies. Must be able to travel overnight, as most portfolios include communities in various locations. Must not be on the Denied Participation list issued by U.S. Dept. of Housing & Urban Development
Equipment Operation
Operate company vehicles on site, if any. Operate, or be trained in operation of, site computer system, copier, and other normal business machines. Must be able to use computer software, such as word processing software and spreadsheet software.
Experience
Operational experience as a property manager or site manager of large apartment community is preferred. Other related experience will be considered.
