Job description
SALARY: $55,598 - $75,545 annually Accepting applications until filled.
Baxter State Park, an independent and independently-funded quasi-state agency stewarding a 209,644 acre wilderness Park in north-central Maine, seeks a motivated professional with broad human resources knowledge and experience to support twenty-two year round and forty-five seasonal employees. The position contributes to policy development by supplying the Park's leadership team with accurate and timely human resources related information. The role serves to support Park employees in all human resource matters and does not supervise employees. The incumbent will be based out of Park headquarters in Millinocket and report to the Park Director.
The HR Administrator role will focus on proactively building and maintaining trust and a culture of respect through responsive and transparent human resource programs. The incumbent will lead the Park's recruitment and retention efforts, guide and support employees in onboarding and performance management, interpret bargaining agreements and civil service law, perform basic HR functions such as managing time and attendance, and develop metrics to evaluate the performance of these programs.
The position is expected to manage administrative tasks related to classification and compensation, act as the agency point of contact for workers compensation issues and as EEO officer, and interface with the State of Maine Bureau of Human Resources with the support of the Natural Resource Service Center.
The successful candidate will possess excellent verbal and written communication skills, proficiency in technology and basic human resource functions, and a strong base of HR knowledge as well as a demonstrated ability to apply it creatively.

- Ability to investigate and research human resources and labor relations issues.
- Ability to set forth findings of facts and decisions clearly and concisely, orally and in writing
- Ability to establish and maintain effective working relationships and a team environment
MINIMUM QUALIFICATIONS:
A bachelor's degree and three years' experience in business administration, human resources, or similar field. Directly related experience may be substituted for educational requirements on a year-for-year basis.Well-qualified candidates will demonstrate the following competencies:
- A thorough knowledge of Human Resources laws, regulations, and practices evidenced through formal education and/or practical work experience
- A demonstrated ability to work collaboratively with management and staff at all levels in arriving at thoughtful, best practice solutions that support organizational goals;
- An ability to be flexible and adjust to business needs while balancing multiple tasks and priorities;
- A solid ability to communicate effectively and efficiently to other state agencies and employees
BENEFITS:
Baxter State Park, while independently funded, does share the same benefit packages as the State employee system. For this position, that includes health (state pays $460.73 biweekly with health credit, employee contributes $24.25) and dental (state pays $14.60 biweekly, no employee deduction) as well as contributions to Maine Public Employees Retirement System at a rate of 17.96% of pay. Vacation and sick time accrue at increasing rates with seniority in the state system.
