Main Purpose of Job

This position is administrative responsibility for the many and varied funding programs of the Interagency Commission on School Construction, including the development of reports and programmatic eligibility determinations for a number of grant programs. The position will be integral to the development of IAC program approval processes and procedures.

POSITION DUTIES

Determines eligible and ineligible project components for State share of requested projects through the Capital Improvement Program and other funding programs administered by the agency including the Aging Schools Program, Built to Learn program, School Safety Grant Program, the Healthy School Facility Fund, and others. Maintains the integrity of multiple funding databases, prepares reports, and ensures data integrity. Recommends and/or determines procedures to be used for program administration. Recommends revisions to existing databases to the Funding Programs Manager. Manages the initial submission of the Capital Improvement Program. Composes detailed correspondence to each LEA. Develops and implements new agency procedures, reports, and forms. Determines eligibility of project requests. Develops agenda items for IAC approval.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the eligible (employment) list for at least one year.

For education obtained outside of the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation will be required prior to hire.

The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
