Job description
JOB SUMMARY:
The HR Recruitment Generalist is responsible for performing a variety of HR initiatives in supporting management and staff from designated business units. This position carries out responsibilities in the following functional areas: recruitment, HRIS data entry and HR reporting, while ensuring on-going compliance with federal, state and other regulatory requirements.
ESSENTIAL DUTIES & RESPONSIBILITIES:
RECRUITMENT:
- Confers with management and supervisors to identify personnel needs, job specifications, job duties, qualifications and skills required for position.
- Coordinates with hiring manager to ensure that job descriptions are current and accurate prior to recruitment for each position.
- Creates and maintains position requisitions in applicant tracking system, ensuring jobs are posted to and removed from company website in accordance with posting standards. Posts open jobs to Maryland Workforce Exchange and other external recruitment sources as necessary. Maintains disposition information for all requisitions in compliance with EEO and AAP requirements.
- Maintains up-to-date list of open positions; communicating open jobs organization-wide by sending out internal job announcements and maintaining job listings on company intranet.
- Reviews all resumes and applications; pre-screens candidates and coordinates with hiring manager to ensure most-qualified candidates are considered and hired.
- Processes all internal job applications and enters all necessary applicant information into Applicant Tracking System. Notifies hiring managers of internal applicants and coordinates and tracks interview status.
- Processes requests for pre-employment screenings, including criminal background checks, educational verifications and drug testing; tracks results of all pre-employment screenings, sending out adverse action and/or withdrawal of offer letters when necessary.
- Notifies hiring manager when pre-employment screenings are completed and new hire is eligible to start employment. Coordinates start date with new hire and hiring manager. Reconciles monthly invoices for pre-employment screenings ensuring charges are correct, and obtains additional information from vendor if necessary. Establishes and maintains contact with referral sources, business affiliates and public sectors.
- Participates in job fairs, on-site and offsite, representing Goodwill Industries of the Chesapeake.
- Develops, implements and evaluates recruiting strategies to address talent acquisition needs
- Writes and places job advertising in various media
HR ADMINISTRATION:
- Maintains timely and effective communication with hiring managers and staff
- Ensures accurate and complete HRIS input. Researches reasons for and corrects inaccurate data in systems when necessary. Completes bi-weekly data audits.
- Functions as resident expert in HRIS, Recruitment and other HR related systems
- Completes the set-up of new employees and trainees into all necessary systems; Processes all paperwork, creates and maintains personnel files and reviews and maintains accurate Form I-9; Processes and maintains E-Verify requests and employee notifications as necessary
- Processes data entry in all systems related to transfers, terminations, promotions and employee changes.
- Maintains personnel data integrity in various systems, including processing all wage changes, location transfers, promotions/demotions, supervisor changes, status changes, benefit plan assignments and terminations;
- Produces all monthly HR reports according to schedule, and as requested.
- Assists the HR department in carrying out various human resources programs and procedures for all employees
- Coordinates Employee Referral program and ensures referral payments are processed accurately and timely
- Issues all initial and replacement swipe badges, recording new badge number and notifying payroll of replacement costs for payroll deduction as assigned
- Orders supplies for HR department as assigned
- Gathers employee feedback through satisfaction surveys and exit interviews as assigned
- Performs other duties as assigned
EDUCATION AND/OR EXPERIENCE:
- Bachelor's degree in Human Resources, Business, Psychology or related field and minimum of 2 years' experience in the HR field, OR
- Minimum of seven years' experience in the HR field in the areas of recruitment, onboarding and HR generalist functions required

PHYSICAL REQUIREMENTS:
Lifting up to 10 pounds maximum and occasionally lifting and/or carrying such articles as dockets, ledgers and files. Walking and standing are occasionally required. Frequently required to use hands and fingers to hold, handle and feel objects, knobs, keys and/or buttons.
TRAVEL REQUIREMENTS:
Travel is defined as travel to all areas within Goodwill's territory (Cecil, Harford, Baltimore, Howard, and Anne Arundel Counties, Baltimore City and the entire Eastern Shore of Maryland). In some cases, long-distance travel, including overnights may be required but is typically planned in advance. In some cases, travel may be unplanned.
WORK ENVIRONMENT:
General office environment where the employee is infrequently exposed to moving mechanical parts, wet and/or humid conditions, fumes, airborne particles or outside weather conditions. The noise level is usually quiet.
