What You Will Do:

Director, Human Resources
Full Time, Monday - Friday
Bel Air, MD

We're looking for a talented professional to join our extraordinary Human Resources team at University of Maryland Upper Chesapeake Health!

The Director of Human Resources oversees all aspects of Human Resources operations, policies, and processes for the organization. The Human Resources Director advises and supports leadership in the areas of performance management, employment law, compliance, and employee engagement.

  • Manages and resolves complex employee relations issues
  • Develops and implements HR strategies and initiatives aligned with the overall system business strategy
  • Develops and monitors overall HR strategies, systems, tactics and procedures across the organization
  • Provides day-to-day performance management guidance to leadership
  • Provides guidance on compensation and benefits administration, including merit processes, open enrollment, and benefits communication.
  • In conjunction with the VP of HR, develops and manages the operational budget for department; identifies cost saving strategies related to administrative or operating expenses
  • Works with Senior Leadership to develop succession plans and strategic initiatives
  • Assesses training needs and implements and monitor training programs
  • Analyzes trends and metrics to develop solutions, programs and policies
  • Ensures organization compliance with federal, state and local legislation pertaining to all employment matters
  • Serves as member of HR leadership team providing expertise on Labor/Employee Relations. May participate in full range of labor relations activities and work including labor negotiations depending on facility.
  • Oversees the hiring, orientation, and training of assigned staff. Provides leadership and technical guidance to team. Develops standards of performance, approves staff performance evaluations and recommendations for personnel actions such as merit increases, promotions and disciplinary actions.
  • Performs related duties as required.


  • What You Need to Be Successful:

    Education & Experience
  • Bachelor's degree from an accredited college or university required. A Master's Degree in Industrial/Labor Relations, Human Resources Management, or related field preferred. Professional certification as PHR or SPHR through SHRM preferred.
  • A minimum of eight (8) years of experience managing and directing the activities of professional and/or managerial level human resources staff required. This experience should reflect a strong and diverse generalist background to include both employee and labor relations. Union avoidance experience is highly preferred, with knowledge of labor activities in a healthcare environment
