Clearance Requirement: Active or Current TS w/ a current SCI and Polygraph.
POSITION OVERVIEW:
- Provides business management support to the Center, to include: assisting with Spend Plans; tracking Commitments, Obligations, and Expenses; responding to actions regarding execution; maintaining funding profiles; and providing financial status reports as tasked.
- Centers funding and execution strategies;
- Researches and monitors contract activities and executions;
- Provides funding and activity summaries (profiles) to the Center's Business Executive (BX) Team.
Required Knowledge / Skills / Abilities:
- Applicable degree(s): Accounting, Finance or Business related fields.
- Minimum three (3) years of experience with Government contracts, contract management, or financial analysis of Government acquisitions. These three (3) years of experience must be concurrent with requisite years of experience.
- Proficiency with Microsoft Office products, including Microsoft Word, Outlook, PowerPoint, Project, and Excel.
- Extensive analytical, problem-solving, interpersonal, organizational, grammar, and editorial skills, with attention to detail.
- Experience navigating Oracle/PeopleSoft databases.
- Experience in spend plan analysis.
- Expertise in Federal Government contract management, financial documentation analysis, invoice review and analysis.
- Extensive analytical, problem-solving, interpersonal, organizational, grammar, and editorial skills, with attention to detail.
- Ability to assemble and coordinate complex deliverable schedules among multiple parties at multiple locations. This will include tracking interconnections and dependencies between multiple deliverable modules and analysis teams.
- Ability to track many independent and interrelated funded projects accurately and consistently, to independently review and provide feedback to the Government on budget execution plans and monthly financial reports, and to maintain program records in a well-organized and easily accessible fashion.
- Demonstrated ability to take complex, Acquisition information and translate it for colleagues and consumers who have non-Acquisition backgrounds.
Desired Knowledge / Skills / Abilities:
- Minimum five (5) years of experience with Government contracts, contract management, or financial analysis of Government acquisitions. These five (5) years of experience must be concurrent with requisite years of experience.
Expert
- Doctorate (PhD) in approved field AND a minimum of eight (8) years of experience in associated field; OR
- Master's degree in approved field AND a minimum of ten (10) years of experience in associated field; OR
- Bachelor's degree in approved field AND a minimum of twelve (12) years of experience in associated field; OR
- Associate's degree in approved field AND a minimum of fourteen (14) years of experience in associated field.
- High School/GED AND a minimum of sixteen (16) years of experience in associated field.
- No Degree AND 20 years of experience associated field.
