Job description
PROGRAM DESCRIPTION
The Environment, Health and Safety (EHS) programs at the Frederick National Laboratory for Cancer Research and the National Cancer Institute at Frederick provide comprehensive professional EHS services to employees working in general offices, industrial shops, experimental research laboratories, and animal care environments. Work is performed within the offices of the EHS Directorate and across the campus in various customer locations.
KEY ROLES/RESPONSIBILITIES
The Construction Safety Officer will primarily be responsible for ensuring compliance with health and safety requirements on construction and maintenance projects as defined by Company requirements, industry standards, and contract obligations. This position will encompass both quality assurance and quality control measures by identifying and minimizing project risks before, during, and following on site project activities. The Safety Officer III will:
- Represent the Company in a positive and professional manner in subcontractor and team interactions, serving as a primary point of contact for site health and safety
- Collaborate with team members to ensure that health and safety requirements are incorporated effectively into project plans and activities
- Review project designs, scope, specifications, and approach
- Review qualifications of subcontractors
- Review and develop safety plans
- Provide oversight to ensure that project activities are completed according to safety plans and industry standards
- Conduct site inspections to assess safety plan and industry standard adherence as well as identify risks
- Take appropriate actions to mitigate risk
- Identify safety deficiencies and track to acceptable corrective measures
- Report and track health and safety incidents
- Conduct accident investigations
- Inspect and approve completed construction work to assure quality construction and adherence to project specifications and codes
- Participates in emergency response efforts
- Other duties as assigned
BASIC QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
- In addition to the education requirement, a minimum of five (5) years of progressively responsible experience
- Completion of OSHA 30 - Construction
- Experience with safety plan development and review
- Experience with construction site safety inspections
- Experience with building inspections
- Experience with accident investigations
- Proficiency with Microsoft Office and web-based applications
- Familiarity with data entry and use of a variety of databases
- Ability to obtain and maintain a security clearance
PREFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration:
- Knowledge and efficiency with relevant industry standards including but not limited to 29 CFR 1926, 29 CFR 1910, NFPA
- Ability to independently coordinate and prioritize multiple tasks
- Attention to detail
