Job description
PROGRAM DESCRIPTION TheEnterprise Systems group (BES) oversees the vision and implementation plan forIT systems and solutions for the enterprise at Leidos Biomedical Research, theoperational information and data systems support to Frederick NationalLaboratory. Enterprise IT directorate is looking for an experienced Information TechnologyDirector (software, systems, project, information Security) to lead our teamsresponsible for managing operational and logistical systems that support cancerand infectious disease research. The Enterprise Systems Director hasbudget and system ownership, working with the Enterprise Architect to plan andimplement a modernization and continuous improvement roadmap, deploying,integrating and maintaining systems such as ERP (Costpoint and ancillarytools), Asset Management (Maximo), Physical Access Control (Ccure), andsimilar. The Director's team comprises multiple teams with BusinessAnalysts, SharePoint Administrators and Developers, and ApplicationAdministrators. The Director's staff will be responsible for application life-cycle management,from inception and deployment, through maintenance and support, to retirementor replacement. This team of business analysts will work closely with theEnterprise Architecture and Information Security teams to define and deploy theinformation systems that support the FNL. Applications of responsibilityinclude the FNLCR ERP, HR, Corporate Communications, Facilities, ConstructionManagement, Contract Management, Purchasing and more. Additionally, the Enterprise Systems Director will support the Enterprise ITDirector with strategic planning for the Enterprise IT Directorate, includingorganizational structure, common processes for service delivery, andinformation security initiatives.
KEY ROLES/RESPONSIBILITIES
- Plan,organize and execute the Enterprise Systems' mission, chiefly the full lifemanagement of applications and technology solutions to support the operation ofFNLCR
- Performing annual budget & planning
- Answering related data calls
- Manage and prioritize work intake that includes application deployments,application upgrades, development of
- SharePoint sites and OnBase workflows
- Manage service delivery teams that provide BI reporting, SharePoint sites andBusiness Process workflows
- Manage team of system owners as defined by NIST RMF, whose responsibilitiesinclude creation of SSPs
- Work with Enterprise Directorates (EHS, FME, COO, PMO, Contracts) to definebusiness needs and requirements
- Participate in strategic discussions with the Enterprise Architecture team,helping to define processes and long term architecture planning
- Staff management to include resource requirements, position definitions, hiringand performance management
BASIC QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Possession of a Bachelor'sdegree from an accredited college/university according to the Council forHigher Education Accreditation (CHEA)in related field. Foreign degrees must beevaluated for U.S. equivalency
- In addition to education requirements, a minimum of ten (10) years of experience in system orsoftware development (SDLC), using modern language(s) and technology, e.g.,Java, C/C++/C#, JavaScript, SQL, scripting languages and eight (8) more years ofexperience managing - IT operations, (software) product development or ITprojects
- Experience building engineering (matrix) and project teams of businessanalysts, engineers and security analysts
- Knowledge of NIST RMF (800 series or equivalent) and experience developingorganizational processes to improve security compliance while maintaining ITservice delivery
- Strong task and project management skills, managing tasks in a broad range ofsize and complexity
- Experience with Agile software development and other modern IT processes
- Strong oral and written communication skills necessary to communicate(technically and non-technically) with team members, other applications staffand consultants
- Ability to obtain and maintain a security clearance
PREFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration:
- Possession of a Mater's degree
- Priormanagement experience
- Experience using JIRA/Confluence or similar toolset to manage workorganization-wide (operational, compliance, development, maintenance)
- Experience managing the development and integration of COTS (on-premises andSaaS) and custom web applications
- Experience with the following systems: ERP, ECM/CMS, Enterprise AssetManagement, and/or Human Resources Information Systems
- Experience with managing IT support organization, ITIL
- Knowledge of Enterprise Architecture Frameworks and Tools, e.g. TOGAF;professional experience with at least one EA modeling tool
- Experience with business process engineering/reengineering (BPM) of systemsacross multiple domains, and the management of requirements across full systemlife cycle
