Job description

We are currently seeking a Prog/Proj/Mgmt Analyst, Journeyman to support our Patuxent River, MD customer.

Essential Job Functions:

The position applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules.

Work independently and as part of a larger team, assiting other program and project managers with budget management.

Performs management, technical, or business case analyses.

Collects, completes, organizes and interprets data relating to project acquisition and product programs.

Tracks program/project status and schedules.

Applies Government-instituted processes for preparing documentation for PIDs and PMT numbers, change control management and data management.

The level of effort in our customer team is due to significantly ramp up and we need to prepare to support multiple concurrent integrations across a high number of platforms.

The candidate we are looking for understands budget financial management, appropriation constraints and funds obligations/expenditure tracking.

The candidate must also have a working knowledge of the Navy ERP and CSPT tools.

The functional description of the opportunity includes:

  • Conducts quantitative analysis. Builds and manipulates spreadsheets. Provides financial and/or accounting support to the activity.
  • Assists program/project personnel with financial tracking, spend plans, budget formulation, budget execution, financial data calls and overall financial support for multiple appropriations.
  • Reviews and reconciles Common Spend Plan Tool (CSPT) data.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required. Secret security clearance is required.

High School Diploma or GED plus 10 years of experience, an Associates Degree plus 7 years or a Bachelors Degree plus 4 years of experience is required.

Current Secret Clearance.

At least 4 years of experience in program management, technical or business analysis discipline; and included in the 4 years, there must be 2 years professional experience in technical efforts supporting major weapon systems and components development.

Desired Skills:

Experience processing program acquisition, funding and contract documentation for military programs is preferred. Demonstrated experience in the program/project status and schedules is preferred. Demonstrated knowledge of SECNAV, OPNAV and OSD policy is preferred.
