Job description
We are currently searching for a Budget Analyst to provide support to the National Institutes of Health (NIH). This opportunity is a full-time position with MSC, and it is on-site in Rockville, MD.
Duties & Responsibilities
- Maintain multiyear financial models. Work collaboratively to assure that Division financial models are congruent with Institute planning models.
- Adapt planning models to budget plans that align with scientific opportunities for the formulation and execution of future year budgets.
- Update commitment base systems based upon past and current funding allocations.
- Establish Initial Operating Plan for the year of execution.
- Provide guidance and assistance with the preparation of quarterly updates of the Operating Plan during the year of execution.
- Maintain, update and monitor planning and execution data system and track variances of actual to budget.
- Prepare realignment requests.
- Prepare actual vs projected expenditures on a continuing basis during the year-end process to assure efficient use of budgeted funds.
- Prepare Preliminary Plans as required each year.
- Receive guidance and then assist with of updates on Commitment Bases, Budgets, Plan Tables (Preliminary Plan components) as required.
- Assist in the preparation of actual financial results as required each year.
- Maintain and update division spend plans with the following:
- Actual year end results
- Realignments of funds
- Projections of spending based on future budgetary assumptions
- Detailed extramural spending plans for current and future years generated by the annual RIC cycles
- Data from various multiyear financial models that provide data used in the Mission Plan
- Provide assistance and tracking on a spectrum of other budget related activities, including:
- Grants planning, pay line establishment, leadership and Council approvals, and financial management
- Planning for and managing under continuing resolutions
- Managing expenditures during the End of Year process to assure efficient use of budgeted funds o Year-end close out activities and strategies
- AIDS data collection and reporting activities and budget formulation.
- COVID resource management and spending activities.
Requirements
- Bachelor's degree in Business, Accounting, or a related field.
- Minimum of five (5) years of experience working with complex, multi-component budgets.
- Experience preparing strategic planning models, for budget formulation and execution.
- Familiarity with end of year close-out procedures.
- Experience formulating future spending projections and planning and managing current budgets under continuing resolutions.
- Experience tracking budget data: grant planning, payline establishments, and other financial management necessities, etc.
- Must have experience using a data system to track variances for actual budget metrics.
