Overview: CPCS is seeking an experienced Human Resources professional to be the Assistant Director of Human Resources. This position works as an integral HR Team member to develop and implement solutions designed to improve HR effectiveness and to address the needs of legal and operational units and the agency as a whole.

AGENCY OVERVIEW
CPCSis the state agency in Massachusetts responsible for providing an attorney when the state or federal constitution or a state statute requires the appointment of an attorney for a person who cannot afford to retain one. The agency provides representation in criminal, delinquency, youthful offender, child welfare, guardianship, mental health, sexually dangerous person, and sex offender registry cases, as well as in appeals and post-conviction and post-judgment proceedings related to those matters.
POSITION OVERVIEW
The Assistant Director of Human Resources contributes to CPCSs mission by working with managers to address a broad range of employee relations issues and providing tactical and strategic consulting on HR strategies and practices that support the zealous representation of indigent clients across the Agency. This position serves as a coach to assigned managers on a broad variety of HR issues and assists them in understanding HR policies, systems, and management best practices. In addition, the Assistant Director of Human Resources works as an integral HR Team member to develop and implement solutions designed to improve HR effectiveness and to address the needs of legal and operational units and the agency as a whole. In consultation with the Director of Human Resources, the Assistant Director also partners with Senior Management Team (SMT) members to align CPCSs HR strategy with its mission, organizational goals, and strategic plans. The successful candidate will demonstrate a capacity to act as a successful and positive champion for organizational growth and transformation within HR and CPCS.
This position reports directly to the Director of Human Resources and works in partnership with another Assistant Director of Human Resources.
Qualifications: MINIMUM ENTRANCE REQUIREMENTS
Bachelor's degree in Human Resources or related field and seven years of progressively responsible experience in Human Resources, including at least three years in a managerial or direct supervisory capacity for an HR team/unit/department; or any equivalent combination of training, education, and experience that provides the required skills and knowledge. Proficiency in Office 2007+, Word, Excel, Power Point, and HRIS Systems is required.
A masters degree in Human Resource Management is preferred, as is an HR certification, such as SHRM or PHR, and prior employee relations experience.
Access to a personal computer with home internet access sufficient to work remotely is required.
Access to an automobile in order to travel to office locations across the Commonwealth is required.

QUALIFICATIONS/SKILLS
The successful applicant should have extensive knowledge and ability to apply HR regulations, industry trends, current practices, new developments, and applicable laws. Candidates must be able to thrive in an ambiguous and rapidly changing environment. - Works in partnership with legal and operational managers and provides them day-to-day consultation, coaching, and management support in a variety of areas, including employee on-boarding, training, development, and retention; work relationships, workplace atmosphere, and employee morale; staffing needs and workforce and succession planning; compensation and classification; policy interpretation and application; strategic planning; and organizational design. In this capacity, the Assistant Director of Human Resources meets regularly with assigned managers and units, develops and maintains trusted relationships with them, and recommends actions designed to address sensitive and complex situations.
- Assists managers with various employee performance issues and conflict resolution by providing consulting and coaching support on the development and delivery of appropriate feedback or corrective action; conducts investigations into performance and personnel concerns and complaints and issues disciplinary actions as appropriate.
- Works to continuously develop and improve CPCS and HR processes by analyzing and improving their design and implementation and striving to develop and ensure best practices in our HR systems that support organizational growth and transformation. The Assistant Director of Human Resources works collaboratively with HR colleagues to ensure recruitment, hiring, and other HR functions are effective and efficient; provides project leadership for human resource initiatives and mentorship to other human resource professionals; and actively participates in HR department meetings.
- Analyzes organizational trends and metrics in partnership with colleagues in HR, IT, Finance, and the legal practice divisions in order to develop and implement measurable solutions that address challenges and complex issues, such as employee satisfaction, attrition, and retention; and evaluation and performance management.
- Provides guidance and input on proposed changes to division or operational structures or staffing patterns, ensuring that core HR processes are applied appropriately and in a legally compliant manner.
- Works with the Training Department to develop, implement, and evaluate skills and leadership training programs designed to ensure employee success.
- Maintains an in-depth knowledge of the policy and legal requirements related to the day-to-day management of CPCS employees in order to reduce legal risk, guarantee regulatory compliance, and, most importantly, improve employee satisfaction and retention. Also oversees and manages complex employee-relations issues and provides information and support to legal counsel and managers during formal appeals and hearings.
