POSITION OVERVIEW:
Parsons Defense unit is the go-to mission partner for differentiated technical solutions and services, delivering game changing innovation in space, missile defense, multi-domain command and control, intelligence, surveillance and reconnaissance, electromagnetic spectrum dominance, and directed energy. We seek a business development leader with a proven track record of growing a Defense business portfolio and winning large programs. The successful candidate will enjoy working with an excellent team of program managers who are running successful projects. Working in conjunction with our business development group and executive leadership you will take advantage of our excellent client relationships to build both our services and product portfolios.
The preferred location for the position is Boston, MA, or Dayton, OH, however, working remotely is an alternative location for the right candidate.
SPECIFIC RESPONSIBILITIES:
- Lead for existing and new business development focused on USAF - AFRL and AFLCMC in addition to the USAF in general
- Drive expansion for DoD Multi-Domain Command and Control opportunities
- Drive expansion for Defense market capabilities and solutions into the USAF Research Labs and Lifecycle Management Center
- Executive Level Customer Engagement
- Keeps abreast of overall market trends, customer budgets and competitive position in the market. Executes long-term business and marketing strategies. Directs marketing campaigns to establish and cultivate long-term relationships with key client officials. Seeks opportunities to strengthen client relationships.
- Provides leadership and guidance to proposal team from inception to completion. Oversees the development of the pricing structure, as well as other contract terms and conditions. Obtains senior management approvals.
- Ensure a solid pipeline and win competitive new business to drive top line growth
- Accountable for winning re-competes and new business
- Maintain solid, current knowledge of competitors and industry partners
- Reviews and directs market sales initiatives and activities, including win strategies, color teams, works with sales to identify key prospects
- Define market share takeaway strategy for vulnerable competitors
- Structure strategic market and technology partnerships with large and small businesses, including key technology partners
- Responsible for accomplishing the strategic vision
- Demonstrate flexibility and leadership in crafting a strategic response to respond to changes in the external and internal environment; serves as a change agent for the market
- Identifies market and strategic partnerships.
- Guide and deliver against the product and solutions strategy for the business
- Protect intellectual property
- Defines research & development investment strategies supported by a sound business case
- Maintains regular contact and exceptional relationships with important clients and customers both on existing program execution and new business pursuits; assesses performance to discover how to better satisfy their needs
- Uses information about customer needs as the basis for problem solving and decision making
- Anticipates how plans and actions of the market will affect the customer
- Engages in industry associations

PREFERRED EDUCATION/EXPERIENCE:
- B.S. degree in science or engineering (or related field), M.S. desirable
- Financial acumen: MBA and/or financial training desirable but not required
- Minimum of 15 years of experience in a client facing business development position with an emphasis on defense business development / growth/ capture management
- Department of defense of domain knowledge
- Proven track record of business growth to include re-compete wins and capture of major strategic pursuits > $100M
- An established track record of winning strategic pursuits with the USAF AFRL and AFLCMC
- Relationships with strategic partners to support win strategies
- Ability to engage in technical discussions with the clients
- Acquisition integration experience
- Demonstrated ability to drive margin expansion
- Proven ability to attract and retain leaders and employees
- Strong experience with customer and industry relations in defense
- Applicants selected for employment will be subject to a federal background investigation and must meet additional eligibility requirements for access to classified information or materials,
- Top Secret Clearance desired
SKILLS/COMPETENCIES:
A thorough understanding of proposal pricing, contract terminology, negotiations with potential clients, and the Company's policies ad business objectives, is required. , Understand the DoD and appropriate authorities, policies, and doctrine implementation. The candidate must possess strong written and oral communication skills, including excellent presentation skills. In addition, an exceptional ability to represent the Company favorably, to develop new clients, and to negotiate with key members of other firms, is also required.
