Purpose
Monitor field operations to ensure that Liberty Utilities operations activities comply and meet government standards, code requirements, company quality standards and customer expectations. This role is to ensure workforce training and qualification is effective and the resulting construction and operations activities provide safe, reliable and compliant gas service. Follow up training and qualification of identified improvements of work quality and effectiveness will also be required.
Accountabilities
- Manages high quality operating standards by reviewing and evaluating work of employees. Identifies, troubleshoots and communicates quality measures and expected performance levels
- Maintain a safe, reliable and efficient distribution system through the proper management of resources and workload prioritization. Ensure that all field related work activities are performed in accordance with both State and Federal Codes and Regulations and the company's Operations and Maintenance Plan
- Use company software to monitor, inspect and score assigned contractors performing work for Liberty
- Train, monitor and coach assigned Liberty Inspectors in the use of this program. Also, confirm active utilization and reporting on our field activities. Provide proactive and remedial training on operations activities where reviews in the field identify where refresher or additional training is necessary
- Assume the leadership role in the support of company initiatives. Identifies, develops and implements work processes and practice improvement
- Communicates with employees, customers and community officials concerning all aspects of operations and service delivery. Review and continually monitor available field resources and work practices in order to ensure a high level of productivity and efficiency
- Maintain personnel accountability as required and employ progressive disciplinary measures when applicable. Ensures the safety of personnel by taking direct preventive measures and ensuring all related standards, rules and laws are understood and followed
- Complete or assist in annual reviews and distribution of the company's Emergency Response Plan
- Responsible for work outside of normal work schedule for storm assignments when necessary
- Associate's degree in applied sciences or the equivalent plus 5 years related experience or High School diploma with a minimum of 7 - 10 years in field service, utility operations or technical discipline with supervisory and/or customer service experience
- Successful completion of Operator Qualification tests related to the operation's technical disciplines
- Thorough knowledge of gas distribution system construction, operations, production plant operation, metering regulations and gas-fired equipment is required
- Working knowledge of applicable government, legal and regulatory codes affecting natural gas distribution, production and metering and service activities
- Working knowledge of GIS systems, schematics, blueprints and wiring diagrams. Working knowledge of accounting and business procedures. Proficiency in working with computers, associated computer applications and software, specifically, Excel, Word and GIS systems.
- Demonstrated ability to analyze gas distribution and associated problems, determine solutions and take corrective action.
- Demonstrated leadership abilities, including ability to effectively communicate, coach and train work direction to assigned personnel according to established work practices, safety standards, and within provisions of applicable Company standards and safety policies
- Demonstrated ability to represent the company in a positive manner when dealing with internal and external constituents
- Prior experience in handling organized labor matters related to the daily administration of the union collective bargaining agreement is required
