Provide advanced and independent technical leadership in the performance of system planning studies and development of recommendations to ensure the continued reliability and economic efficiency of the New England bulk electric power system. These include the long-term load forecast, development of the annual Installed Capacity Requirement, and economic studies. The Director is responsible for the biennial completion of the Regional System Plan.
How you will make an impact
Direct the completion of certain Resource Adequacy activities related to support of the Forward Capacity Market
Establish Requirements (ICR, LSR, MCL and other related values) for annual FCA and ARA.
Ensure accurate and timely communication with NEPOOL, interested stakeholders, FERC and other agencies, as required.
Oversee the regional load forecast and associated EE and PV forecasts, as well as EV and electric heating forecasts.
Support the on-going stakeholder process to review and revise key inputs to the ICR calculation methodology
Direct the development of the biennial Regional System Plan
Lead the development and writing of the RSP every two years - scoping and outlining the document, coordinating contributions from across System Planning, managing the stakeholder review process, including the associated public meeting, and reviewing the document with the Board of Directors.
Ensure compliance with NERC, NPCC, and FERC standards, criteria, and tariff obligations
Ensure compliance with all Resource Adequacy reliability requirements and standards and all ISO Tariff Obligations related to Resource Adequacy including NPCC and NERC. Support various studies including, but not limited to: economic planning, fuel security and grid resilience analysis.
Provide analytic support, as required, to state and federal agencies.
Support the development and administration of wholesale power markets
Support Market Development in review of all relevant market rule changes related to FCM.
Identify any areas where the FCM rules may be enhanced.
Personnel management and succession planning
Continue development of succession plans for key Resource Adequacy staff.
Ensure proper training and allow for knowledge transfer from key individuals. Provide on-going feedback regarding performance and ensure adherence to company and departmental policies and procedures.
What we're looking for
Bachelors' degree in engineering, economics, or other technical area is required; Masters' degree in engineering, economics, or similar is a preferred
15+ years of experience in system planning and electric power engineering; minimum of 5 years in a leadership capacity
Power system modeling, including resource adequacy
Electric power systems planning, operation, economics, or engineering
Proven project management skills
A high level of initiative, coordination and attention to detail required in developing new processes and procedures
Work with a wide range of engineers and other stakeholders to assure that expectations are met
Provide technical leadership, guidance, and training to other staff members
Provide managerial leadership and motivate staff under tight deadlines
Excellent oral and written communication skills
