Under general direction of the Chief Public Health Officer, the Deputy Director formulates policies and develop plans to materialize strategies aligned to the objectives of the Detroit Health Department. We are looking for someone with strong, proven organizational leadership experience, who is able to effectively collaborate with team members and be a strategic problem-solver to ensure that essential local public health needs are met. The candidate must have strong emotional intelligence, excellent communication skills and have a solid foundation of public health and/or health care administration, performance improvement and organizational development. This role will report directly to the Chief Public Health Officer and will be a part of the senior leadership team.
Examples of Duties
* Provide executive level direction on the development of the strategy and vision for goals, objectives, policies, and priorities for the Detroit Health Department.
* Develops and executes major programs that are aligned to the objectives of the Detroit Health Department
* Report on the status of development, quality, operations, and overall performance of the Health Department.
* Develops or directs the development of both annual and long range plans and program priorities for accomplishing the major public health services goals and objectives for reaching performance targeted agreed on with the Chief Public Health Officer.
* Perform a significant leadership role in strategic planning, service innovation, policy analysis, and system integration.
* Provide management and supervision of division directors, program managers and supervisors.
* Provides guidance to division directors in preparation and management of division budgets.
* Prepare for an act of emergency or disaster situations to address public health issues.
* Promote best practice program development and program implementation for divisions.
* Review data related to public health policy and trends to determine areas of strengths and weaknesses.
* Ensure effectiveness of programs and services offered by the Health Department.
* Direct the identification, evaluation, and acquisition of resources for health programs and services including grants and funding.
* Coordinate the periodic review of local, state, and federal legislation and ordinances to assure current departmental policies.
* Represents the Chief Public Health Officer and Detroit Health Department as needed at city, public, professional and civic meetings as assigned by the Chief Public Health Officer.
Minimum Qualifications
* Equivalent combinations of education and experience may be substituted to meet the education and experience requirement of this position.

* Principles and practices used in operational management, government management, and applicable federal, state, and local laws, rules, and regulations.

LICENSE, CERTIFICATION AND OTHER SPECIAL REQUIREMENTS
Candidates considered for placement in this classification may be subject to a Criminal Background Investigation based on the requirements of the position.
EMERGENCY PREPAREDNESS TRAINING
Completion of Emergency Preparedness training to include, but not limited to FEMA ISC 100, 200, 700 and 800 and others as required by department staff. To ensure standards for privacy, certification in the Health Insurance Portability and Accountability Act (HIPAA) is required within 30 days of hire. Additional duties may be assigned. All Detroit Health Department employees are required to be on call during any designated local, state or national emergency, whereby, the Detroit Health Department is required to provide services for the citizens of Detroit, the State of Michigan or the United States of America.
