Position Description

The Branch Director is a qualified person appointed to administer, direct, and coordinate all the activities of the Agency in compliance with governing regulations.

Essential Duties and Responsibilities

(The Branch Director must be responsible for implementing and supervising the administrative policies of the agency and administratively supervising the provision of all services as directed and in conjunction with the Administrator) - Ohio only

Assists the Administrator who organizes and directs the Agency's ongoing functions including, but not limited to:

  • Maintaining an on-going liaison with the IDG Committee, the Governing Body, and the Agency staff
  • Coordinating service components to be provided by contractual agreement and ensuring hiring of qualified personnel
  • Being familiar with State and Federal Regulations and arranging for Agency compliance with the same
  • Being responsible for familiarizing employees with State, Federal Regulations and having copies of the regulations available for their use
  • Directing installation of improved work methods and procedures to ensure achievement of objectives of the program
  • Maintaining an effective budgeting and accounting system that promotes the health and safety of the agency's clients as directed by administrator
  • Working in conjunction with the Administrator as indicated to solve administrative problems and coordinate and review activities of the Agency
  • Developing cooperative relationships with other agencies for exchange of information and services with community agencies to develop understanding of the program
  • Authorizing purchase of supplies and equipment
  • Ensuring the accuracy of public information materials and activities
  • Other duties as needed
  • To supervise and evaluate client satisfaction survey reports on all clients served
  • Be available in person or by telephone during the agency's operating hours
  • Ensure that the documentation of services provided is accurate and timely
  • Ensure adequate staff education and evaluations

Ohio only:

  • Recommending rules governing conduct while on duty, working hours, and salary or per visit rates
  • Maintaining an office facility for the Agency, which is large enough for efficient staff, work, adequately equipped, and provides a safe working environment
  • Employ or contract with qualified personnel

REQUIRED Knowledge, Skills and Experience

  • Bachelor's Degree in Heatlhcare Administration or related field
  • Must maintain a driver's license andgood driving record
  • At least two years of administrative or supervisory experience in home health care or related health program (hospital, nursing facility, or hospice, etc.)
  • The Branch Director shall not have been employed in the last one year as an administrator with another agency at the time the agency was cited with violations of the statute or this chapter, which resulted in enforcement action taken against the agency. For purposes of this clause only, the term "enforcement action" means license revocation, suspension, emergency suspension, or denial of a license or injunction action but does include administrative or civil penalties. If the department prevails in one enforcement action against the agency but also proceeds with another enforcement action based on some or all of the same violations, but the department does not prevail in the second action, the prohibition in this clause does not apply
  • The Branch Director shall not have been convicted of a felony or misdemeanor per federal guidelines
  • The Branch Director may also be the Coordinating Nurse (supervising nurse) if the Coordinating Nurse meets the qualifications of an Associate Administrator - Ohio only
  • Excellent written and verbal communication skills

ADDITIONAL Texas Requirements

  • Is a licensed Physician, Registered Nurse, licensed Social Worker, licensed Therapist or licensed nursing home administrator with at least one year of management or supervisory experience in a health-related setting, such as:
    • A home and community support services agency; a hospital; a nursing facility; a hospice; an outpatient rehabilitation center; a psychiatric facility; an intermediate care facility for persons with mental retardation or related conditions; or a licensed health care delivery setting providing services for individuals with functional disabilities; or
  • An administrator and alternate administrator designated as an administrator or alternate administrator for the first time on or after December 1, 2006, must meet the initial educational training requirements specified in §97.259 of the Texas Department of Aging and Disability Services Licensing Standards for Home and Community Support Services Agencies Handbook (relating to Initial Educational Training in Administration of Agencies)
  • An administrator and alternate administrator designated as an administrator or alternate administrator before December 1, 2006, must meet the continuing education requirements specified in §97.260 of the Texas Department of Aging and Disability Services Licensing Standards for Home and Community Support Services Agencies Handbook (relating to Continuing Education in Administration of Agencies)
  • A person is not eligible to be the administrator or alternate administrator of any agency if the person was the administrator of an agency cited with a violation that resulted in DADS taking enforcement action against the agency while the person was the administrator of the cited agency
  • An administrator and alternate administrator must not be convicted of an offense described in Chapter 99 of Texas Department of Aging and Disability Services Licensing Standards for Home and Community Support Services Agencies Handbook (relating to Criminal Convictions Barring Facility Licensure) during the time frames described in that chapter
