JOB DESCRIPTION

Job Title: Accounts Payable Clerk

Department: General Government

Reports To: City Clerk

FLSA Status: Non-Exempt

ESSENTIAL FUNCTIONS

THE ESSENTIAL FUNCTIONS INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING

DUTIES. ADDITIONAL ESSENTIAL FUNCTIONS MAY BE IDENTIFIED BY THE CITY AND

LISTED AS SUCH IN THE INCUMBENT'S PERFORMANCE APPRAISAL ELEMENTS.

VARIOUS TASKS MAY BE ASSIGNED UNDER EACH ESSENTIAL FUNCTION. THOSE

THAT ARE LISTED UNDER THE EXAMPLES OF WORK ARE NOT ALL INCLUSIVE; THEY

ARE EXAMPLES ONLY AND MAY BE AMENDED OR ADDED TO AS NEEDED BY THE CITY.

EXAMPLES OF WORK

  • Maintain accounts payable files and provide information from files to auditors and other departments as needed.
  • Perform the day-to-day processing of accounts payable transactions to ensure that municipal finances are maintained in an effective, up to date and accurate manner.
  • Receive and verify invoices and requisitions for goods and services;
  • Reconcile processed work by verifying entries and comparing system reports;
  • Verify that transactions comply with financial policies and procedures;
  • Pay vendors by monitoring discount opportunities; verifying federal ID numbers;
  • Verifies vendor accounts by reconciling monthly statements and related transactions;
  • Prepare batches of invoices for data entry; Data entry invoices for payment; scheduling and preparing checks; resolving purchase order, contract, invoice, or payment discrepancies and documentation; insuring credit is received for outstanding memos;
  • Maintains accounting ledgers by verifying and posting account transactions;
  • Process backup reports after data entry; Record checks and prepare for mailing;
  • Updates job knowledge by participating in educational opportunities;
  • Maintain updated vendor files to ensure compliance with IRS form W9;
  • Generate electronic file to submit IRS forms 1099 for annual Federal reporting and preparation of forms for recipients

SUPERVISORY RESPONSIBILITIES:

None.

MINIMUM QUALIFICATIONS

EXPERIENCE / EDUCATIONAL REQUIREMENTS:

High school graduate or GED, plus five (5) years-experience in accounts payable. Experience in governmental accounting is preferred.

KNOWLEDGE, SKILLS, ABILITIES, AND OTHER CHARACTERISTICS

  • Knowledge of underlying state and municipal laws and regulations relating to accounts payable and receivables;
  • Considerable knowledge and skill in operating a personal computer with word processing and spreadsheet software, a typewriter, calculator, and other standard office equipment;
  • Considerable knowledge of English, spelling, punctuation, arithmetic, procedures, systems, and equipment;
  • Exceptional organizational and record keeping skills; Attention to detail and high level of accuracy; Ability to prioritize;
  • Ability to understand and follow oral and written instructions; and ability to compose effective and accurate correspondence; Ability to read computer printouts; ability to communicate effectively;
  • Ability to establish and maintain effective working relations as necessitated by work assignments;
  • Ability to initiate and be a self-starter in carrying the work to completion and meet deadlines with limited supervision;
  • Ability to identify errors and take corrective action;
  • Demonstrate sound work ethics.

OTHER REQUIREMENTS:

Must have and maintain a valid MS Driver's License

PHYSICAL REQUIREMENTS:

Ability to sit and talk or hear as well as walk; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms. Ability to occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. Regularly use fingers and hands to work telephone, office equipment, and computer keyboard.

Pay: $14.42 - $17.78 per hour
