GENERAL POSITION SUMMARY:

This is professional administrative and supervisory work in all phases of the administration of the Human Resources Department. Work involves participation in assignments of a professional nature in the administration of policies, and federal laws; policy and procedure development; grievance processing; harassment and discrimination investigations; employee relations; and other relevant work as assigned.

ESSENTIAL JOB FUNCTIONS:
· Assist in overseeing the day-to-day operations of the department.

· Assist in planning, organizing, and supervising the work of personnel engaged in recruitment, training, management development, classification and pay, employee relations, and benefit design functions.

· May confer with the Department Directors to resolve management problems and to explain personnel procedures; interprets personnel policies for employees and the general public.

· Lead citywide training initiatives. Plan and coordinate various training workshops and classes for City departments; Analyzes, recommends, delivers and approves training opportunities according to applicable policy guidelines.

· Interpret personnel policy for employees and the general public; develop and revise policies and procedures related to Human Resources.

· Research employment laws; provide HR training to City employees; modify and update training materials; attend training classes, meetings and seminars.

· Develop, revise and maintain updates to promotional/hiring procedures; maintain updates to the personnel policies and procedures handbook.

· Prepare and/or provide assistance in the preparation of valid questions for structured interviews to be used by the various City departments in accordance with recognized Human Resources principles and practices.

· Responsible for investigations into internal complaints regarding harassment and/or discrimination.

· Consult with the Human Resources Director regarding oversight of the Human Resources staff.

· Assist the Human Resources Director in researching charges filed with the Equal Employment Opportunity Commission (EEOC) against the City; works with the City's attorney to prepare a defense for such charges.

· Serve as City's representative in unemployment hearings with the assistance of Department representatives.

· Maintain structure of the benefits administration program and annual benefits open enrollment.

· Provides technical support and administration of the KRONOS online employment application system; implement technology to improve workflow, decision making and operational efficiency.

· Perform other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

· Considerable knowledge of the fundamental principles and practices of personnel administration.

· Applicable Federal, State and local laws, rules, codes and regulations related to personnel policies and procedures.

· Wellness, workers' compensation and safety awareness programs.

· Principles, practices and techniques of public Human Resources administration including: recruitment, selection, testing, training, classification, and compensation.

· Resources to sustain current understanding of modern trends and legal issues in the field of Human Resources administration.

· Principles and practices of public administration, operations, services and activities of a local government.

Skills and Ability to:

· Deal with sensitive and confidential matters with discretion and to maintain confidentiality.

· Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

· Evaluates existing personnel policies and procedures and makes recommendations for possible revisions.

· Handle multiple tasks simultaneously with frequent interruptions.

· Communicate clearly and concisely orally and in writing.

· Use tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.

· Prepare clear, accurate and concise reports, correspondence and other Human Resources materials.

· Establish, maintain and foster positive and effective working relationships with those contacted in the course of work.

· Follow Department and City policies and procedures operating with minimum supervision.

EDUCATION AND/OR EXPERIENCE REQUIRED:

· Bachelor's degree in Human Resources, Public or Business Administration or related field from an accredited college. Equivalent combination of education and experience that would provide the necessary knowledge, skills and abilities to successfully perform the essential functions of the job.

· At least six (6) years of experience in professional human resources work with managerial experience.

PREFEERED:

· Master's degree in Public or Business Administration, Labor Relations, or a related field.

· Eight (8) years professional work experience in a public/private Human Resources office at the managerial level.

· Certification as Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR).

LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS:

· Must possess a valid Mississippi Driver's License and acceptable MVR.

WORKING ENVIRONMENT AND PHYSICAL DEMANDS:

The work is generally performed within an office environment. Requires the ability to sit, stand, walk, see, and effectively communicate with others for extended periods of time. Must be able to handle multiple tasks or projects simultaneously, work with numerous interruptions, and adjust to changing priorities. Must demonstrate good use of judgment and demonstrate the ability to properly deal with confidential matters. Must use good interpersonal skills.

Job Type: Full-time

Pay: $60,000.00 - $70,000.00 per year

  • Starkville, MS: Reliably commute or planning to relocate before starting work (Preferred)

Experience:

  • Microsoft Office: 2 years (Preferred)

License/Certification:

  • Professional In Human Resources (Preferred)
