Job description
The System Access Manager is a new position with the Missouri Behavioral Health Council's information team and reports to the Director of Health Information. The candidate will work with the rest of the Council's team out of the Kathy Carter Building located in Jefferson City and some travel will be required. This position will be responsible for the development, implementation, monitoring and engagement of the OpenBeds platform that will be used to support communities and stakeholders connect to behavioral health resources and services.
The System Access Manager will work closely with behavioral health providers, Missouri Department of Mental Health, Missouri Hospital Association, Appriss Health (vendor), and other stakeholders to help support the implementation of the OpenBeds solution platform in Missouri. OpenBeds is a comprehensive behavioral health capacity management and referral technology solution. The solution helps health systems, payors and state and county governments create trusted treatment networks to improve support and care delivery to patients in need-improving pubic health. For providers, OpenBeds replaces inefficient manual search, communication and reporting functions. It facilitates rapid digital referrals and transfers, and fosters collaboration among medical and mental health providers, criminal justice organizations, homeless services, crisis lines, 2-1-1, social services, and substance use disorder (SUD) treatment programs - closing the loop on care. The solution accomplishes this by providing real-time visibility of treatment provider availability, evidence-based service capacity, secure two-way digital provider communication, data aggregation and analytics, clinical decision support, and even crisis management.

General job duties for this project manager position include building relationships; setting meetings; preparing materials/presentation; conducting webinars; attending or conducting in-person trainings, meetings, and conferences; following up on action items resulting from meetings; assisting with conferences when requested. As part of the Council team, it is also expected to assist other team members in their roles when needed and assist with Council-wide responsibilities such as assembling manuals, cleaning after trainings, preparing for meetings, and making the building and offices look sharp and well maintained.
The ideal candidate must have a bachelor's degree, but master's level degree is preferred. This position will require a person to have excellent verbal and written communication skills; relationship building; ability to speak and present to large groups; strong organization skills; ability to multi-task and quickly change tasks and priorities; and can work independently, and as part of a team, in a positive and professional manner. Preferred knowledge of the behavioral healthcare system and services utilized by individuals served within our provider system (knowledge of other health systems is beneficial).
SALARY RANGE: $60,000 - $75,000 DOQ with excellent employer paid benefits including medical, dental and life insurance and a 401(k) plan.
