Job description

Job Title: Resource Development Specialist

Job Classification (Exempt or Non-Exempt): Non-exempt

Reports To: Resource Development Supervisor

Job Summary: Responsible for the intake and engagement of potential foster families. Recruitment of foster parents. Facilitates licensing and re-licensing of foster families. Coordinates training of foster families. Supports the mission and ideals of NCHS by performing citizenship duties and community relations responsibilities.

Essential Duties and Responsibilities:

1. Provides appropriate, positive and safe homes to foster children by: (90%)

a. Recruitment of foster families that meet the needs of NCHS foster care program,
b. Conducts home studies to determine potential licensing for prospective foster families,
c. Facilitates licensing and licensing updates of appropriate families,
d. Provides Orientation of the NCHS program to new families,
e. Monitors and documents foster families compliance with required educational hours, provide training opportunities and encourage attendance,
f. Conducts and completes an annual evaluation of each family with input from fellow Foster Care Specialist.

2. Performs agency citizenship and public relations for the good of NCHS by (10%):

a. Assisting with the donation, storage and distribution of goods to NCHS seasonally and when requested;
b. Maintaining a positive relationship with state or private social service agencies representing NCHS positively in the community;
c. Maintaining individual license through professional development efforts;
d. Providing presentations to groups as requested;
e. Assisting in continued compliance efforts with state licensing for NCHS.

Supplemental Duties and Responsibilities:

1. Performs other duties as assigned by the Foster Care Program Director.

Qualifications and Requirements:

1. Minimum experience and education:

a. Master's degree in social work is preferred;
b. Bachelor's degree in social work, counseling or other related human services field is required.
c. Two (2) years of experience in foster care with working knowledge of the juvenile court system and health and human services preferred;
d. An equivalent combination of education and experience will be considered.

2. Necessary knowledge, skills and abilities:

a. Knowledge of the foster care system and related issues.
b. Ability to manage a high volume caseload with multiple demands.
c. Ability to follow regulations and procedures.
d. Ability to read, discern and interpret information given by foster care clients.
e. Ability to assess family situations objectively and with cultural awareness.
f. Ability to observe situations with sensitivity and objectivity.
g. Strong interpersonal skills; excellent verbal and written communication skills.
h. Basic computer skills, with willingness to learn and utilize NCHS software and hardware systems.
i. Ability to work independently, self-manage and work toward goal achievement.

3. Physical demands-Regularly required to speak and hear, walk, climb, sit, use hands and fingers to operate, handle or feel objects and equipment. Manual lifting requirements are medium. Able to operate a licensed vehicle for travel and possible transportation of clients. Must possess a valid driver's license.

4. Work requirements-Much of the work will be in an office environment, but local travel will be required. Incumbent must be able to adjust his/her work schedule to accommodate the needs of clients, including possible evening and weekends.

Salary/Wage: $21.61 - 23.50 / hour
