The Omaha Housing Authority is a Non-Profit Government Agency based in Omaha. The OHA contracts with HUD to provide low and moderate-income individuals with safe and sanitary housing through rent subsidies and administers over 2700 public housing units and over 3700 Section 8 units.

Salary Range

$41,108 - $57,400

Job Function

Account for the activities of the Housing Authority in accordance with Generally Accepted Accounting Principles, HUD regulations, and affordable housing program regulations.

Essential Functions

  • Responsibilities include accounting for Housing Choice Voucher Programs, Public Housing Program, Affordable Housing Programs, Tax Credit Finance compliance reporting, Capital and Development fund accounting, and Miscellaneous Grant fund accounting.
  • Compile and analyze financial information to prepare entries to accounts, such as general ledger accounts, and document business transactions.
  • Establish, maintain, and coordinate the implementation of accounting and accounting control procedures.
  • Monitor and review accounting and related system reports for accuracy and completeness.
  • Prepare and review budget, revenue, expense, payroll entries, invoices, and other accounting documents.
  • Explain billing invoices and accounting policies to staff, vendors, and clients.
  • Resolve accounting discrepancies.
  • Interact with internal and external auditors in completing audits.
  • Assist in developing the annual operating budget.
  • Complete HUD reports, bank reconciliation, account reconciliation, cash management and submit by the due date.
  • Complete tasks to support finance audit, HUD review, and other audits and reviews associated with Housing programs
  • Works interactively with all OHA departments, HUD, and other outside agencies

Additional Responsibilities

  • May assist with special projects.
  • May be required to work weekend and evening hours.
  • May maintain a set of books for related organizations.
  • May provide training for Finance department staff as directed.
  • Other duties as assigned.

Qualifications

  • Education: Bachelor's Degree from an accredited college or university in accounting, finance, or a closely related field.
  • Experience: Three years professional-level experience in accounting/finance. Direct experience with governmental accounting is preferred. Tax Credit experience is preferred.
  • Professional Designations/Advanced Degrees: CGFM (Certified Government Financial Manager), CMA, MBA, CPA preferred.
  • Knowledge of HUD Voucher Management System (VMS), Knowledge of HUD Real Estate Assessment Center (REAC), Knowledge of HUD Subsidy and Grant Information System (SAGIS), and HUD Line of Credit Control System (LOCCS) preferred.
  • Advanced Excel Database skills: pivot tables, formulas, sort, filter, text to column.
  • Proficient in the use of YARDI software preferred.
  • Excellent written and verbal communication skills, skilled at MS Word including mail merge and database functions, skilled at managing Email communication, customer service phone calls, and customer contact.
  • Advanced problem-solving skills, solution creation, and negotiation.
  • High degree of organization skills, time management, and prioritization skills.
  • Ability to read and interpret HUD government documents and program descriptions for Housing Choice Vouchers, Public Housing, Affordable Housing, Tax Credit Financing programs, OHA procedures, and policies.
  • Ability to communicate in a positive, professional, and effective manner while adhering to the OHA Policies and Procedures.
  • May require working in a standing or seated position for continuous periods of time.
  • Ability to accomplish the described duties through the use of appropriate computer and general office equipment.
