The Manager Talent Acquisition Operations will have responsibility leading strategic projects, reporting, driving recruitment sourcing strategy, leading members of the TA team and acting as a mentor with potential to manager the contingency TA recruiters, recruiting senior level roles, building strong internal relationships, managing external recruiting partners, supporting branding/outreach recruitment efforts, ensuring ROI on recruitment tools/partnerships, training TA members on TA tools, working with external vendors to propose content for TA employer profiles, and liaising to other business stakeholders as a TA leader. The Manager Talent Acquisition Operations will manage and actively participate in the full recruiting life cycle while working closely with management to drive best in class recruiting practices and strategies.
In working with TA leadership the TA Manager of Operations will:
Manage talent operations including maintaining and assessing systems data and system maintenance, running and analyzing reports and dashboards as well as establishing and training on TA processes and practices as needed. Knowledge of ESG reporting.
Work in/have knowledge of some or all of the following systems and programs: Taleo, Oracle Cloud, JDXpert, Text Recruit, LinkedIn, Indeed, Glassdoor, HR Connect, Visier, advanced Excel, Powerpoint, Microsoft programs.
Track and review vendor deliverables tracking of services and contract renewals and recruiter tool usage to make recommendations for go forward planning based on ROI information.
Support branding efforts, virtual job fair set up and return analysis, and advertising control and cadence to make recommendations for go forward planning.
Support execution of strategy and communication of all TA systems, processes, practices.
Essential Functions:
Strategic Recruitment/Analytics: Manage to established talent acquisition success criteria, through reports and metrics that demonstrate ROI including quantitative and qualitative success measures. Manage the recruitment process to meet short-term and long-term talent planning and gap strategies.

Operational efficiencies and solutions to identify, attract, and hire best in class talent timely and cost-effectively.
Partner with business leaders to determine talent acquisition solutions best aligned to business needs.
Partnership and collaboration with numerous stakeholders including HR colleagues, talent acquisition team, department administrative support, and external agents.
Promote our employer of choice brand online and offline.
Ensure that hiring manager, recruiter and candidate experience is exceptional.
Leverage targeted job fairs, professional network and other team members for best practice information and knowledge sharing.
Drive multiple candidate channels including referrals, social media platforms, and other campaigns as needed.
Continually build and maintain networking relationships with a focus on broadening and increasing our talent community and presence in the market.
Communicate with managers and employees regularly to establish relationship and source new candidate leads.
Identify future talent needs and proactively recruit and source talent; develop talent pool or social engagements.
Develop knowledge of the different roles to enable your ability to drive recruitment strategies, evaluate top talent, and navigate a high-touch hiring process.
Projects: Demonstrate ability to think strategically, analytically and objectively. Effectively able to manage with data by translating data into actionable insights, strategies and action plans. Ability to strategically outline project plan in considerations of dependencies, business needs, market, options, resources, cross functional stakeholders, budget, and timelines towards effective execution and delivery of results on time and on budget.
Ability to understand and support metics reporting needs and operate within the measurements and standards that are set forth.
Support project needs and strategies to drive best in class TA operations.
Executive Support/Influence: Experience working with senior management as a best in class talent acquisition professional. Support senior level open and confidential positions through networking and retained agents as needed. Provide thought leadership and subject matter expertise on talent in a competitive landscape to Leadership teams. Strategically build candidate network and ongoing candidate relationships, source candidates, incent candidate to join organization, consider and propose highly complex offers, negotiate terms, and sell organization to close the candidate.
Compliance and Integrity: Work with high integrity. Ensure recruitment methodologies and hiring practices are in compliance with government regulations and organizational policies and procedures to ensure appropriate and fair selection, assessment, pre-screening, and post-employment methodology.

Qualifications - External
Education:
Bachelors Degree (BA/BS) in related field - Required
Experience:
Minimum 4-6 years of related experience in talent acquisition operations to include developing, implementing and improving talent acquisition processes and sourcing tools in support of a national organization.
Skills:
Strong knowledge of current trends, innovations and best practices within talent acquisition and a familiarity with traditional sourcing techniques. - Advanced
Demonstrated ability to source and recruit talent across various functional areas and levels from senior level and mid-level professionals to entry level laborers. - Advanced
Proficiency in applicant tracking systems, sourcing strategies, reporting tools, PowerPoint, and Excel. - Advanced
Demonstrated sourcing skills leveraging social channels and progressive HR tech tools to develop and influence passive candidates' interest. - Advanced
Strong consultative presentation and written communication skills; ability to communicate with and influence users, subject matter experts, and leaders. - Advanced

This individual must be able to problem solve with knowledge of best practice approaches and TA compliance.
