Overview:
Position #: RRRR
Directs the planning, design, and execution of all elements of a comprehensive, competitive, and cost-effective total compensation program that aligns with Capital Health's (CH) recruitment and retention goals. Develops and implements integrated business and technological strategies through the HRIS function. Formulates and recommends organizational policies, practices and procedures related to Human Resources Department programs. Identifies and monitors legal requirements and government reporting regulations affecting Human Resources Department programs to ensure ongoing compliance.
Responsibilities:
Formulates employee benefit programs, wage and salary structures, performance evaluation and merit award programs consistent with the organization's strategic goals, financial capacity and economic conditions. Operates programs within established budgets.
Monitors all programs to contain costs and to assess ability to attract and retain qualified employees. Reports findings to VP Human Resources and recommends appropriate changes and modifications.
Exercises discretion and judgement in the selection, planning, and coordination and use of consultants, insurance brokers, insurance carriers, benefit plan administrators, and other outside vendors to ensure service quality and fair rates. Reports satisfaction levels and recommendations to VP Human Resources.
Develops annual fringe benefit and salary increase budgets balancing recruitment and retention goals against financial and economic restraints. Supports recommendations with data and analysis.
Plans and oversees the effective execution of communication strategies designed to announce changes, educate, and enhance employee satisfaction relative to Human Resources Department programs and related policies. Collects and analyzes stakeholder feedback to improve future communication initiatives.
Directs the overall administrative effectiveness of the benefits and compensation functions and ensures work products are managed to standards. Acts appropriately to correct deficiencies.
Identifies best practices in the selection and use of technologies to support effective Human Resources Department management. Formulates HRIS strategies that balance best practice against the organization's financial resources and HR division priorities. Reports suggested strategies to VP Human Resources. Directs the mission and objectives of the HRIS function and ensures that work products meet standards.
Provides consulting expertise to HR management on data management, process development, report design, statistical analysis, and graphical displays of data.
Monitors policies, practices and procedures related to HR programs to ensure alignment with strategic goals and HR philosophy. Conducts a continuing study of relevant policies, practices and procedures to keep VP Human Resources informed of new developments and possible trends. Evaluates ongoing level of organizational compliance with pay-related policies and recommends actions to improve compliance.
Monitors assigned policies, practices and procedures to ensure compliance with Joint Commission standards. Reports on measures of performance and recommends appropriate corrective action as needed.
Monitors ongoing compliance under existing laws and regulations including ERISA, FLSA, and HIPAA. Keeps abreast of pending legislation to determine effects on current and planned programs.
Acts with appropriate sense of urgency to remedy identified compliance deficiencies. Coordinates activities across functional and divisional lines as appropriate to limit organization's exposure. Reports activities to VP Human Resources.
Ensures key staff receive appropriate training on existing and pending legal requirements to prevent non-compliance. Advises VP Human Resources of training efforts.
Requirements:
Bachelor's degree.
One year previous experience as a director of employee benefits, compensation, and HR information systems.
Strong organizational skills and ability to multi-task priorities. Strong leadership and facilitation skills. Excellent verbal and written communication skills. Strong project management skills.
