Position Summary: The PMO team is a service organization created to support the effective and successful delivery of IT projects, programs and initiatives. This is achieved by: Development of a common methodology, which includes resources/tools/templates, to establish an adaptive, responsive and innovative approach to portfolio and project management. Monitor and report on the full continuum of IT demand lifecycle; from intake/assessment to delivery/benefit realization. Creation of a project management 'community' to champion PMO best practices. The PMO Portfolio Manager responsibilities include ownership for identifying, prioritizing, and coordinating PMO resources engaged with all initiatives within the selected BT/TS portfolio. The portfolio manager is a primary resource to project and program-related steering committees as well as leadership assigned to oversee the portfolio and challenge where applicable. The position is also responsible, as needed, for senior leadership engagement and reporting on the state and performance of initiatives within the selected portfolio. This role assumes the overarching accountability for overseeing, managing and leveraging the entire life cycle of IT projects and programs (within a function) to optimally achieve Otsuka goals and objectives. Essential Duties and Responsibilities: Facilitate and coordinate the efforts of IT leadership toward the establishment of the portfolio management, its structure and processes, from demand management and strategic alignment of projects and programs to portfolio categories and criteria, through evaluation, selection and prioritization; to execution, tracking and measuring the achieved outcome(s). Engage with and conduct reviews (frequency TBD) with IT leaders, stakeholders, and other relevant teams to validate and assess the project portfolio, execute change, and reprioritize to meet business needs as required. Ensure the oversight and coordination of dependencies across the projects and programs in the portfolio and resolve or escalate conflicts. Partner with FP&A to manage/report on the overall portfolio budget. Support and advise IT leadership on actions required to balance the portfolio and meet or exceed performance metrics. Lead reviews of any significant initiatives, projects or programs that are challenged and provide recommendations as to whether it should continue, be significantly changed, placed on hold or discontinued. Direct the development and maintenance of communications and reporting around the IT portfolios, respective content and the individual performance measures to IT leaders and key stakeholders. Ensure the adherence to the appropriate governance functions relating to portfolio management and in accordance with Otsuka guidelines, policies and practices. Perform regular health checks of project QA checklists. Direct the creation and maintenance of the required IT portfolio documentation and artifacts. Work with BT/TS teams to manage/oversee the full range of the IT demand life cycle for programs covering a series of projects which focus on the outcomes of specific business line(s) or strategy. Identify staffing needs. As mandated and resourced by leadership, ensure and balance the availability of the required skills and competencies across project and program teams within the IT portfolio. Synthesize portfolio-centric lessons learned to feed back into DPPM continuous improvement efforts. Senior Manager Responsibilities: Executive IT leader/steering committee-level presentations. Portfolio Management milestone plans and resource allocation. Accept responsibility for deliverables and timeline commitments. Supervisory Responsibilities: Oversee PMO team members and additional matrixed team members as required. Perform or contribute to performance reviews for project and program managers. Provide input on PMO team member professional development plans. Mentor PMO team members as needed. Contribute to ongoing continuous improvement of DPPM processes. Required Qualifications: Undergraduate degree. 7+ years of diverse roles and increasing leadership responsibilities across major projects and programs. 5+ years managing teams and/or direct reports. Experience leading diverse teams. Strong organizational skills with attention to detail. Creative, common sense approach to problem solving. Commitment to a high level of integrity, honesty, and transparency. Outstanding verbal and written communication skills. Ability to work through ambiguity and drive solutions. Must be able to hold self and others accountable and must be open to giving and receiving direct criticism. Team player. Preferred Qualifications: MBA. Project Management Professional (PMP) Certification. Familiar with pharma. Proficiency with MS Office (Word, Excel, Outlook, PowerPoint, Access). Proficiency with MS Project. Proficiency with MS Visio.
