Job description
Summary
This position is located and functions in a Regional Office of USDA FNS. The purpose of this position is to partner with senior and line managers in a Regional Office by providing strategic leadership to the Regional HR program, expert HR consulting and advisory services to senior and line management, and assistance to the Regional Office in adapting to changing operational conditions. The incumbent coordinates the day-to-day HR service-delivery within the scope of the Regional Office.

Duties
- Assists senior and line supervisors with developing and executing hiring plans and ensuring completion of appropriate personnel actions(collaborating on classifying positions, developing recruitment strategies, filling positions).
- Applies a full range of HR expertise (position management and classification, staffing, employee relations, labor relations, performance management, human development, etc.) to the Region?s planning process.
- Assesses organizational capacity (for example, staffing levels, types of positions, required competencies, performance management mechanisms, organizational structure, work processes, and shared vision) for achieving the Region?s strategies.
- In collaboration with the National Office, advises and assists management with the analysis and resolution of informal and formal complaints at the lowest level possible, including participating in grievance meetings and drafting decisions.
- Provides customer service to staff in the Regional Office on a wide range of HR issues, e.g. pay and leave, time and attendance, benefits, employment verification, performance management.

Time in grade:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
To qualify for the GS-13: Applicants must possess one year of specialized experience equivalent to the GS-12 in the Federal and or Public Service. Specialized experience is defined as:
