Job description
The Center for Court Innovation ("the Center") is a non-profit organization that works to create a more effective and humane justice system by performing original research and helping launch reforms by guiding justice innovators, nationally and internationally. The Center creates operating projects that have been documented to reduce the use of jail and prison, assist victims of crime, and strengthen communities.
Supervised Release offers an alternative to jail, by providing pre-trial supervision, case management, and voluntary social services to people at risk of pretrial detention. Program participants are monitored to ensure their appearance at court dates, compliance with mandated programming, as well as referrals to community-based programming such as job training, drug treatment, and mental health counseling. Following recent legislative changes in New York State that curtail the use of cash bail and pre-trial detention, the Center has seen dramatic growth in the population served through Supervised Release.
The Deputy Director, Supervised Release Program will work closely with a team of staff at the Center who develop and support criminal justice programs, including the Center's Community Development & Crime Prevention and Strategic Planning and Impact departments, and with project directors and senior staff at our criminal justice projects. The Deputy Director will also provide direct supervision of one or more project directors. The position provides an opportunity to help shape criminal policies and practices; work closely with key stakeholders, including judges, prosecutors, defense advocates and city and state officials; lead or participate in planning and fundraising efforts for new initiatives; support the criminal court projects management structure; and develop a close knowledge of the Center's internal programming and organizational structure.
Reporting to the Center's Director of Court Reform Programs, the Deputy Director, Supervised Release Programs will oversee the Center's Supervised Release Program portfolio. The primary focus of the role will include coordinating consistent protocols and practices across the Center's multiple supervised release programs, maintaining oversight of supervision and services, and ensuring that the program meets performance outcomes and integrates with the practices and services of other court-based programs. Additionally, the Deputy Director will help project directors troubleshoot operational and programmatic issues and will facilitate cross-collaboration among operating projects.
Responsibilities include:
- Oversee planning, strategy, protocol development, policy, and funding for the Center's Supervised Release program portfolio;
- Provide direct supervision to the Director, Brooklyn Supervised Release program;
- Serve on the senior leadership team; leading meetings and helping to set culture and professional development expectations for staff in the region;
- Coordinate and support Supervised Release program planning, implementation and on-going operations across the Center's supervised release sites;
- Develop and update policies and procedures for screening, assessment, court advocacy and reporting, supervision, discharge planning, continuous quality improvement, risk management, incident reporting, and mandated reporting;
- Support project directors and senior staff at all of the Center's community court and criminal court projects;
- Assist with strategic planning and implementation efforts for criminal justice programs;
- Troubleshoot court operations at various operating projects;
- Work with project directors on staff development and the use of evidence-based practices;
- Engage with external partners and organizations to understand local and national pretrial policy and practice trends including legal evidence-based practices and supervision best practices;
- Collaborate with the Center's Training and Technical Assistance department to assist with presentations, attend national pretrial conferences and provide information on our pretrial programs;
- Develop standards in partnership with the Data Analytics and Applied Research team to measure program impact;
- Facilitate communication between the Center and individual project sites;
- Support senior staff on an as-needed basis, including the preparation of materials for new protocols and procedures for criminal court programs in general;
- Work closely and collaboratively with criminal justice personnel, including prosecutors, judges, and defense advocates to ensure timely and effective court operations;
- Draft reports, prepare graphic presentations, and assist with data analysis to support programmatic impact and needs;
- Participate in the planning and implementation of new and special initiatives;
- Support and assist efforts of the Community Development & Crime Prevention and Strategic Planning and Impact departments to improve program performance and roll out new program elements;
- Supervise and support Court Reform program staff, including Senior Program Managers, Planners, and interns;
- Travel frequently between the Center and the various community and criminal court sites;
- Supervise data, track and monitor program performance, and oversee evaluation activities;
- Prepare grant progress reports and other program reports as needed;
- Participate in regular reviews of program progress; and
- Additional relevant tasks, as needed.
Qualifications: The ideal candidate will have an advanced degree (law or master's degree) in a relevant field OR the equivalent lived and professional experience, plus a minimum of 10 years experience in any combination of fields such as the criminal justice, pretrial services, court administration, Alternatives to Detention or Alternatives to Incarceration programs, diversion or bail reform. A minimum of 7 years in progressive management required, including supervising and directing programs, services, and staff; preferably supervising multiple people of different disciplines simultaneously. Experience managing significant budgets and grant contracts preferred. Candidate must articulate a commitment to racial equity and how they integrate practices into their work and supervision to build equity and inclusion. A demonstrated interest and ability to integrate equitable practices in court and community spaces is required. The ideal candidate will be a skilled communicator able to maintain strong relationships with multiple agencies and organizations and have experience leading diverse working teams. Excellent written skills and a strong ability to set and adhere to timelines are a must. Candidate must be resilient and have the skills to support the immediate and long-term ambitions of the department and the organization.
