Job description
F2 (Facebook Financial) is a product group at Facebook focused on building products to ensure that everyone, everywhere has access to the world's financial system to accelerate financial inclusion and economic empowerment. The Novi team is looking for a leader with a variety of experiences in the design, implementation and execution of end-to-end Compliance program management and regulatory relationship management. You will be the central leader responsible for implementing key compliance cross-functional programs and integrations across Novi and Facebook's platforms, WhatsApp and Messenger. You will ensure that appropriate functional subject matter experts within Compliance, Legal, Data Science, Engineering, Product and other teams are integrated within the programs appropriately. You will ensure organization and discipline within our projects, and escalate any roadblocks timely for prompt resolution. You will lead efforts with our Global Compliance team to support the operationalization of the program including input to policy development, supporting process optimizations, project management of critical issues and initiatives, and program localization initiatives as needed. You will lead the development of Novi's Regulatory Engagement Strategy and partner closely with the legal team, and with global and regional compliance leads to manage regulatory engagements, assess regulatory and legal requirements, assist with financial services license applications, regulatory exams and meetings, and support the ongoing maintenance of existing licenses. You will be responsible for keeping the wider Novi Compliance team updated on the regulatory strategy and will communicate the risks and highlight the impact to Novi's global compliance program and internal requirements.
Director, Compliance Programs Responsibilities
* Lead the creation and execution of our overall Compliance Program implementation plan, including integration with Facebook systems and processes
* Provide substantive guidance to cross-functional teams as a central leader of the Compliance program
* Serve as project leader in coordinating with key cross-functional teams (e.g. Engineering, Product, Operations, Data Analytics) to ensure effective implementation and functioning of the compliance program, including overseeing User Acceptance Testing
* Lead the development of program strategy, design of the execution roadmap and governance structures to ensure that the program can scale in line with our business
* Responsible for scaling and managing a highly effective program that demonstrates compliance with all applicable laws and regulations
* Lead the prioritization of building the different elements of the program, in working with other Compliance and cross-functional team members
* Manage internal and external stakeholders in relation to audits, regulatory inspections and examinations, and ensure findings are remediated appropriately
* Monitor and track regulatory and industry developments within the broader financial services compliance and blockchain space and ensure changes are properly implemented through cross-functional initiatives
* Develop and oversee centralized processes for engaging with regulators and regulatory Bodies
Minimum Qualifications
* Bachelors degree or equivalent experience in compliance
* Knowledge of AML/CFT, Consumer Protection and other global financial regulatory frameworks
* Experience in building relationships with regulators, including explaining details of BSA/AML Compliance
* Knowledge of risk management within the Financial Services industry
* Experience implementing regulatory and other policy requirements
* Minimum 12 years of compliance experience

* Experience in working with other groups like lawyers, engineers, product managers, data analysts, operations analysts in building compliance processes and systems
