Overview: Summary/Objective
Under the supervision of the Director of Talent Acquisition and Development, the Recruiter is part of the Family of FREE Recruitment team. The Recruiter is responsible for sourcing, recruiting, screening and recommending placement of staff by using creative internal and external sourcing methods. The Recruiter works externally to promote the FREE network as an employer of choice and partners internally with the hiring programs/departments to seek out applicants with the right combination of experience, education, skills and abilities to fill a particular position. The Bilingual Recruiter is specifically tasked with taking the lead in these efforts to recruit in the Spanishspeaking communities in FREEs service area.
Responsibilities: Essential Job Functions
- Serves as an expert for recruiting candidates. Uses traditional and non-traditional resources to identify and attract quality candidates such as career fairs, virtual and in-person job fairs, open houses, community network events, social media, etc. Assists with developing advertising and marketing programs to ensure high visibility with potential candidates. Sources and posts jobs on recruitment platforms and identifies new resources as needed.
- Screens resumes and interviews candidates. Recommends qualified candidates for consideration by hiring program/department. Follows up with candidates and hiring managers throughout the process to ensure updated information on status.
- Develops and maintains productive relationships with internal and external stakeholders to ensure achievement of staffing goals:
- Visits programs and department locations, meets with managers to get an understanding of the setting, individuals served and the general needs of the program/department.
- Develops and maintains relationships with local colleges, high schools, trade schools, vocational programs and other potential sources of qualified candidates.
- Conducts targeted outreach to communities with large or majority Spanish-speaking populations, identifying and supporting local opportunities to attract qualified candidates and to present FREE as an employer of choice.
- Works with college academic departments and high school guidance and vocational staff to promote interest among students. Participates in career-related panel discussions, conducts in class presentations and other related school events.
- Represents FREE at FREE-sponsored events and external community activities, presenting the work of the organization and promoting employment opportunities.
- Manages candidate activity using the applicant tracking system (ATS).
- Facilitates human resources portion of orientation.
- Trains Hiring Managers on recruiting, hiring process and use of the ATS.
- Assists with creating or updating job descriptions and salary scales, when needed.
- Assists with translation of recruiting materials, job postings and other department documents as needed.
- Responds to e-mail and phone messages within 24 hours.
- Act as Spanish/English translator upon request and as needed across the agency.
- Other duties as assigned.
Requirements
- Demonstrated support of FREEs efforts to attract and retain a diverse staff of qualified professionals committed to advancing FREEs mission.
- Valid NYS drivers license.
- Ability and willingness to travel to worksites and recruiting events required.
- Availability to work occasional evenings and weekends to attend recruitment events.
- Demonstrated ability to work independently, be creative, and take initiative.
- Strong organizational skills and detail orientation, with troubleshooting and problem-solving skills to manage multiple competing time-sensitive priorities.
- Customer-service orientation with strong desire to meet/exceed hiring managers needs.
- Proven ability to work in an environment where flexibility, keeping others informed and anticipating needs is essential.
- Analytic skills to identify and recommend improvements in own job function, research and/or investigate issues requiring resolution in order to execute on assigned tasks.
- Skill and training in interviewing techniques, a solid foundational knowledge of recruiting and hiring best practices.
- Basic understanding of federal and state laws and regulations related to employment.
- Proficiency in Microsoft Office Suite, particularly Outlook, Word and Excel, as well as ability to use ATS and other job-related technology.
- Bachelors Degree required.
- A minimum of two years of experience in recruiting, human resources, or related field experience.
- Full spoken and written fluency in both English and Spanish, including ability to accurately translate spoken and written word.
- Interest in community outreach and ability to build effective working relationships with external partners that yield positive results for FREEs recruiting efforts.
- Highly detail oriented and able to use good judgment and maintain a high level of confidentiality and sensitivity.
- Preferred experience with office applications and software, as well as Human Resource Information Systems (HRIS).
- Comfortable working in a fast paced environment.
- Approachable and appropriate demeanor when interacting with all levels of staff in a rapidly changing environment.
- Excellent oral and written communication skills.
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
