The primary function of the Part Time Property Manager is to manage the day-to-day operations of the property in a safe and efficient manner. This part-time position will cover two properties in the Providence Place portfolio, one located in Carthage and one located in Robbins, with a total of 38 units. As a part of an interdependent team of skilled and caring people, the Property Manager must act in accordance with current federal, state and local standards, guidelines and regulations and Housing and Urban Development (HUD) rules and regulations that govern our facilities. These may include rules and regulations that may be required by the Director of HUD Housing for Providence Place to assure quality services are provided on a daily basis.
Property Management Functions
- Accept applications for occupancy and answer all questions the potential resident may have regarding the application and occupancy.
- Process applicants and maintain the waiting list in accordance with HUD rules and regulations.
- Process all move-ins which includes preparation of the Lease, HUD Certification, Community Policies, Pet Policies, and all pertinent forms and documents required at move in according to HUD rules and regulations. Conduct the move-in inspection with the resident answering any and all questions regarding their residency.
- Accept and process Security Deposits, Pet Deposits and rent including bank deposits within twenty-four hours of acceptance.
- Assure rent is paid on time monthly, send late notices as required, process warning letters and evictions in a timely manner.
- Process all annual and interim recertifications as deemed appropriate by HUD rules and regulations.
- Handle all resident complaints and process according to HUD rules and regulations as well as local, state and federal laws.
- Process all Gross Rent Changes in a timely manner.
- Conduct semiannual inspections of all units ensuring that all repairs and/or replacements are made in a timely manner to ensure the property stays within HUD and REAC compliance at all times.
- Submit invoices weekly to the accounting department in order to avoid late fees and/or disconnection.
- Walk the property at least once per week to ensure HUD, REAC, Community Policies and Lease compliance.
- Assist Maintenance to obtain quotes for contracted work to be completed using required policies of obtaining three quotes for work over $3000.00 and obtaining W-9s and Certificates of Insurance with Worker's Compensation for all new vendors and annual COIs for each contracted vendor annually.
- Attend all reviews for the property and be available to answer any questions the inspector may have regarding the property and/or resident files.
