Job Description:
Metas Solutions has an immediate opening for a Business Development and Delivery Manager located in either Research Triangle Park, NC to join our team. A Business Development and Delivery Manager (PM) is responsible for overseeing the successful capture of new work as well as provide oversight for successful delivery and completion of projects in a variety of disciplines, mainly, public health, health research and information technology and health informatics. This business development leadership role will be responsible for Business Development and Sales for the Department of Health and Human Services with an initial focus on the Centers for Disease Control and Prevention (CDC) with expansion to FDA, NIH, and other Operating Division. This position is responsible for generating, qualifying, and winning new business in the target business areas. This position will also have Program/Project Delivery responsibility and ensure successful client relationship building and delivery on task orders.
Although specific tasks will depend on their current project, they will generally be responsible for the creation, organization, execution, and completion of specific projects. This includes managing relevant employees, setting deadlines, communicating with company executives about the state of the project, ensuring projects stay on track and on budget, and adjusting if necessary, to meet new requirements. This will also require seeking out and developing new project opportunities with existing clients and developing new client relationships.
Responsibilities:

  • Individual must have a solid understanding of public health programs and issues, Public Health Program and Health Informatics and other IT programs within the target Agencies.
  • Establish and Maintain current client relationships and develop into long-term relationships with each prospective and current client to identify potential new clients' projects and maximize future revenue opportunities.
  • Strong oral and written communication skills, comfort level with senior clients and a solid executive presence
  • Build and maintain an active pipeline of opportunities though your network and developing other relationship though attending conferences and other client and networking events, engaging with partners and Metas staff through existing relationships, working with business consultants and partners, and providing briefings.
  • Develop, drive, and mature a set of key top opportunities based on established annual signings.
  • Contacting potential customers to develop relationships and develop and deliver client-facing presentations.
  • Write effectively and work as a key member of the proposal development team, including anticipating competitors and pricing strategies. Organizing programs based on the goals of the client organization.
  • Working with other departments to develop budgets and plans for the programs.
  • Evaluating and assessing the programs' strengths and weaknesses.
  • Meeting with stakeholders to discuss program status and goals.
  • Creating long- and short-term plans, including setting targets for milestones, adhering to deadlines, and allocating resources.
  • Delegating tasks on the project to employees best positioned to complete them.
  • Identifying and managing potential risks and liabilities of multiple projects.
  • Assisting in the definition of project scope and goals.
  • Making effective decisions when presented with multiple options for how to progress with the project.
  • Serving as a point of contact for Metas teams for program support and risk mitigations and making effective decisions when presented with multiple options for how to progress with the project.
  • Communicating with the COR and Contracting Officer and Technical monitor to keep the project aligned with their goals.
  • Performing quality control on the project throughout development to maintain the standards expected.
  • Adjusting schedules and targets on the project as needed.
  • Motivating people involved in the project to complete tasks on time.
Qualifications:
  • Bachelor's degree in public health, Informatics business administration, communications, or a related field. Master's degree preferred.
  • PMP Certification desired.
  • Experience working within the federal government space.
  • Familiarity with federal government procurements, GWACS and overall knowledge of contract vehicles
  • Proven sales experience in a related product or service.
  • Exceptional communication and presentation skills, and ability to express technical and nontechnical concepts clearly and concisely.
  • Expert understanding of service and product, and ability to innovate new ways the product can serve customers.
  • Excellent organizational skills to meet goals and set priorities.
  • Innate drive to succeed and take initiative.
  • Ability to schedule and manage tasks effectively.

Security Requirements:
  • Must have the credentials and the ability to obtain a US Government security clearance (NACI, Public Trust 5).
