Recruitment Salary Range: $39,611 - $60,773

Primary Purpose of Position:

This position calculates the allocation for various costs on a per employee or other pre-determined basis and records transactions in the accounting system. This position establishes non-trade vendors in NCAS, reconciles the sales tax collections and files the monthly sales tax report with Department of Revenue and assists with internal control reviews. This position reconciles the time billed by Temp Solutions for temporary employees to the time reported and approved in BEACON. This involves maintaining a variant in BEACON of all temp staff for the Department and comparing hours invoiced by temp solutions to BEACON on a bi-weekly basis.

The position reviews employee time records each month to ensure that pay amounts are correct and to mitigate the risk of overpayments. The position audits time and leave entries for holiday leave, adverse weather, etc. to ensure that staff have entered time appropriately. This positions enters and/or approves time for vacant division supervisor positions at the request of management. This positions audits time for annual financial reporting at fiscal year-end to ensure that all time is up to date for the calculation of compensated absences by the deadline imposed by OSC. This position is responsible for the development and distribution of time administration reports as requested by Division Heads. These reports provide an executive level summary of employee time administration active by group and Division.

This position is the primary contact for employees with questions concerning payroll. This position is responsible for answering questions from employees about the payroll process and explaining how various state and departmental policies affect payroll. Position must understand how pay is calculated as well as the impact of payroll deduction and explain those impacts to employees as needed. The position determines whether various deductions are keyed in the DOI Controller's Office or are managed by the provider or BEST SHARED SERVICES and keys the deductions that are responsible for the agency. This position processes Requests for Verification of Employment for current employees as well as former employees that need previous employment information confirmation. This positions also submits the monthly report on labor statistics for the US Dept. of Labor. This position will prepare form 6C (Reporting an Employee's Work Record for Retirement) of the Retirement Applicant form as needed for employees. This position will also review leave balance for separating employees and enter the appropriate transaction in BEACON to pay out any vacation and/or balance leave that is due to the employee. This requires close communication with DOI Human Resources (HR) regarding separation actions in the BEACON system. This position will answer questions regarding W-2s and retirement or refere staff to OSC or DST as appropriate. This position communicates with outside agencies, including BEST SHARED SERVICES at the Office of the State Controller (OSC), the Retirement System at the Dept. of State Treasures (DST), the Employment Securities Commission and the health insurance and tax annuity representatives for agency specific benefits. This position will review the supensing of Funding List for grant recipients and ensure that grantees comply with reporting requirements.

Knowledge, Skills and Abilities / Competencies

1. Demonstrated experience with Microsoft Excel.

2. Working knowledge of the NC Accounting System (NCAS), NC HR-Payroll System (BEACON), or another payroll system.

3. Documented knowledge of accounting policies and procedures.

Minimum Education and Experience Requirements

Bachelor's degree in accounting, business administration, or other curriculum that would provide a core curriculum in financial management coursework from an appropriately accredited institution; or

Associate's degree in accounting from an appropriately accredited institution and two (2) years of accounting or auditing experience; or

High school or General Educational Development (GED) diploma and four (4) years of experience as an accounting technician, three of which must have been at an advanced level.
